In-consultation report of the Independent High-Level Expert Group on Climate Finance

Following their third report Raising ambition and accelerating delivery of climate finance, the Independent High-Level Expert Group (IHLEG) on Climate Finance, in partnership with Systemiq, have created the consultation report The State of Delivery: Post-COP29 progress report of the global climate finance agenda. This technical report builds on the comprehensive framework of the IHLEG, highlighting the enabling conditions for investment and outlining a more integrated and systemic approach that harnesses the distinct roles of all pools of capital – public, private, domestic and international.
The report assesses the state of delivery across six pillars following the outcomes of the 2024 G20 and COP29, each with 2030 goals as set by the IHLEG:
- County-led investment push
- Debt and fiscal space
- Concessional finance
- Multilateral development banks
- Domestic resource mobilisation
- External private finance
The analysis indicates that none of the pillars are on track to satisfy the scale of climate finance needs and outlines a series of near-term actions ahead of COP30 to bring the agenda back on track.
This report is being published in consultation for early 2025 with the aim of facilitating dialogue across critical stakeholders core to the climate finance agenda.
