A guide to designing and using policy analysis for enhanced climate resilience

This short guide was created for Zurich Climate Resilience Alliance country teams and aims to support them to design work that analyses global, national, regional or local policies and use insights to inform influencing work. It has wider applicability to people working in similar areas.
The guide has two sections:
- Section 1: Policy analysis basics and use in programme planning – introduces policy analysis and shares initial learning from Alliance country teams’ experience of using policy analysis as part of programme planning.
- Section 2: Developing terms of reference for policy analysis – covers detailed questions and points to consider when developing terms of reference for policy analysis.
The Grantham Research Institute has been contributing leading climate resilience research and policy expertise to the Alliance since 2018 and is currently co-developing new research projects focusing on adaptation policies, governance and decision-making for multi-hazard scenarios.
