About

Andy King is an expert in analysing the fiscal implications of climate change and the transition to net zero. Alongside his position as a Visiting Senior Fellow at LSE’s Grantham Research Institute and its Centre for Economic Transition Expertise, Andy is a Specialist Partner at the public policy risk consultancy Flint Global. He is a member of the IMF Fiscal Affairs Department’s panel of fiscal experts, advising Finance Ministries across Africa and Asia.

Background

Andy spent 10 years at the UK’s Office for Budget Responsibility, first as Chief of Staff and then as the fiscal expert on the three-person Budget Responsibility Committee that is responsible for producing the Government’s official economic and fiscal forecasts, where he also led on signing off the Treasury’s estimates of the fiscal impact of new policy measures. He was the first chair of the Climate Working Group of the OECD’s network of independent fiscal institutions. Prior to that, Andy held a variety of senior roles at the Treasury in macroeconomic forecasting and analysis, and in fiscal policy. Andy also spent time as a macro-fiscal advisor in the Ministry of Finance in Liberia.
