Policy Analyst (Climate Governance and Public Participation)

Salary from £42,429 to £50,656 pa inclusive with potential to progress to £54,295 pa inclusive of London allowance

This post is fixed term for 24 months with a possibility of extension subject to funding

The Grantham Research Institute is a world-leading centre for the study of the economics and social sciences of climate change and other global environmental problems, based at the London School of Economics and Political Science.

We are seeking a Policy Analyst to work in collaboration with Dr Alina Averchenkova and the institute’s other staff as part of the project ‘Strengthening democratic governance for climate transitions’ (RETOOL) funded under the Horizon Europe focusing on the role of deliberative public participation, such as climate assemblies, and independent advisory bodies. The post-holder will collaborate with RETOOL project partners at several European Universities and support coordination of the project and contribute to other projects on climate governance across the institute through a range of policy analysis and research activities,including literature reviews, case studies, horizon-scanning, workshops, and bi-lateral engagements. The post holder will also contribute to the publications of policy reports and academic papers.

Candidates will have a postgraduate degree in political science, environmental policy, sociology or a related field by the post start date, alongside substantive work experience on climate policy or deliberative democracy. In addition, the post holder will have a good understanding of and demonstrated experience in analysing climate change policies and/or public participation processes, including experience in undertaking literature reviews, applied research and policy analysis. They will have strong project management skills and ability to work with and coordinate multiple partners across Europe, have experience of writing for and engaging with policy audiences and strong analytical skills with the ability to produce high-quality policy analysis in a timely manner, including ability to analyse and research complex ideas and apply appropriate methodologies.

Executive Director, Centre for Economic Transition Expertise (Professor/Professor in Practice)

Salary is competitive and not less than £80,006 pa inclusive of London allowance.

This is a fixed term appointment for 2 years until 30 November 2026

The Grantham Research Institute on Climate Change and the Environment has established a new specialist sub-centre, the Centre for Economic Transition Expertise (CETEx), which focuses on leveraging, strengthening and amplifying research, as well as developing well targeted policy analysis and other outputs by convening policymakers and providing technical support, assistance and capacity-building. The centre will recruit, host, and convene leading experts and stakeholders from academia, central banks, supervisors, finance, the official sector and economic ministries, and international organisations to work together, develop tailored policy proposals and recommendations, in partnership with financial policymakers, and publish high-quality research and policy outputs. In doing so, CETEx will support the reforms necessary to deliver sustainable, inclusive and resilient economies and financial systems across Europe.

The post holder will lead on developing the institutional and operational structure of CETEx, have broad oversight of the centre’s operations and, with the CETEx leadership team, contribute to advancing the content strategy and conducting high-level engagements with external stakeholders and audiences. With a strong focus on leading the continued development of the CETEx content research and policy strategy, the post holder will also act a fundraising role, in conjunction with the development of the centre’s growth trajectory and related institutional and budget development. The position also comes with the title Professor in Practice or Professorial Research Fellow, depending on the successful applicant’s background (practitioner or academic, respectively).

Candidates should have a postgraduate degree or equivalent qualification in a field closely related to the centre’s activities, e.g., environmental/energy policy, corporate sustainability, economics, finance, accounting, or management. They will have extensive professional experience, a significant part of which in fields related to the centre’s activities, such as monetary and financial market policy, or economic and fiscal policy, as well as extensive professional experience in senior management and strategic leadership, gained in technocratic policy and research environment roles in an international organisation and/or central bank, finance ministry or other government institution. Extensive experience in organisational development and budget management to build and grow large research and policy units, and track-record of managing budgets and attracting funding, is essential.
