Abstract

This discussion paper presents issues and options for the composition, modalities, and deliverables for
the Global Goal on Adaptation (GGA) Technical Task Force to inform Parties’ deliberations ahead of and at CMA8 (November 2026).

The paper suggests learning from previous processes, such as the SDGs metadata sheets,
which run about 10–20 pages for each indicator. For the BAI, this could amount to 600–1,200 pages of
technical sheets. With this in mind, Parties could consider which elements require CMA approval and
establish an intersessional process for reviewing metadata and methodologies to enable usage of the
indicators in the third round of BTRs which are due by end of 2028 and, to the extent possible, in GST2.
