Abstract
This paper describes how autonomous vehicles (AV) and Mobility as a Service (MaaS) can drastically change our lives, cities and business models in the coming decades. We discuss several policy recommendations that policy makers/cities can already implement today. We show that the costs or benefits of an AV and MaaS future can amount to trillions of dollars. Whether welfare gains (or losses), however, are realized crucially depends if policy makers adopt key legislations. Without this set of legislations, AVs and MaaS may not lead to welfare gains, especially for certain sub-populations.
