This paper aims to inform policy experts, legislators and decision makers on recent trends in climate change policy-making around the world and draws on the lessons learnt in relation to designing and implementing climate change legislation. The study specifically focuses on the contribution to the current debate in Spain on a draft climate change and energy transition law but it may also prove useful to other countries currently working on climate legislation.
