Auguste Tano Kouamé

Auguste Tano Kouamé is a Visiting Professor in Practice at the Grantham Research Institute at LSE. Auguste is leading Climate and Development work on Africa and COP32.

Auguste was the chair and convener of the World Bank Task Force on Climate co-benefits and spearheaded the creation of the Country Climate and Development Report (CCDR) which became a World Bank core analytical tool. He co-presented this tool at COP27. Auguste guided teams working on innovative climate-related projects at the country level, including a geothermal project, a large green hydrogen project, an ecosystem services project, and a couple of adaptation projects. He advised country authorities on their nationally determined contributions (NDCs) and long-term strategies for low-emission and resilient development (LTS) within the framework of the Paris Agreement.

Background

Auguste served as World Bank Country Director for Türkiye from 2019 to 2022 and for India from 2022 to 2025. Prior to his roles in Türkiye and India, the positions he held at the World Bank include Director in the Independent Evaluation Group, Practice Manager for Macroeconomics and Fiscal Management in Latin America & the Caribbean and in the Middle East and North Africa regions, Lead Economist, Assistant to the World Bank Group President, and Country Economist. He was a core team member and chapter author of the 1998/99 World Development Report (WDR) on Knowledge for Development. Auguste joined the World Bank through the Young Professional Program and worked there for 29 years. Prior to the World Bank, Auguste worked at the United Nations Development Program and taught undergraduate and graduate courses in Applied Economics in Côte d’Ivoire and France.

Auguste holds a PhD in Economics from Ecole des Hautes Etudes en Sciences Sociales (EHESS-Paris) and a graduate degree from Ecole Nationale de la Statistique et de l’Administration Economique (ENSAE-Paris).
