Barbara da Costa Pinto Oliveira

Barbara da Costa Pinto Oliveira is a distinguished practitioner in the field of participatory climate policy development and implementation, with extensive experience in consensus building and using modeling and scenarios for policy design and selection by interministerial and multi stakeholder initiatives, especially on climate, and other sustainable development themes. Dr Oliveira leads her own consultancy practice, the Collaboration Lab.
Background
Barbara holds a PhD in International Economic Law (UFMG/Brazil); and LLM with specialisation in International Dispute Settlement (UCL/University of London), and MBA in Responsible Leadership (Tias/The Netherlands) and Post-Graduate Certificate in Environmental Law and Governance (UNEP/UNIGE).
Barbara has held research and executive teaching positions in Brazil and Europe and has engaged the largest Brazilian business toward climate commitments and goals. As a senior mediator and process design for multistakeholder participatory processes around climate, biodiversity and sustainable development law and policy, she has facilitated dialogue and participatory decision making for sustainable futures for nearly two decades, as a process expert, government advisor, and consultant and executive coach to NGO leaders, phylantropists, businesses and youth group. Most recently, Barbara acted as Director of Latin America Strategy at FILE – The Foundation for the International Law for the Environment, a key philanthropy promoting climate litigation as a tool for systemic change.
