Cross-university letter to London mayoral candidates on cycling safety
Following the deaths of two colleagues while cycling in and around London in 2023, staff and students at the Grantham Research Institute coordinated a cross-university open letter to the mayoral candidates in the May 2024 elections, asking them to pledge to make cycling in London safer. On the 18th of March, the letters and as-then list of signatures were delivered to the candidates. The death of LSE PhD student Cheistha Kochhar while cycling on March 19 was a new tragedy. We are continuing to gather signatures via this form.
Dear Mayoral Candidates,
We are staff and students at London’s universities that recognise that safer streets for pedestrians and cyclists will save lives across the capital and reinforce its status as one of the world’s great cities.
Today, London’s streets are too dangerous. Around eight cyclists and 60 pedestrians die in London each year, and a further 2,000 are seriously injured.i
We are therefore writing to ask that you pledge to:
- put a stop to cyclist and pedestrian deaths caused by motor vehicles in London by 2028, the end of the upcoming mayoral term; and
- bring forward the deadline from 2041 to 2032 for London’s Vision Zero, the city’s plan to eliminate all deaths in its transport system.
We have seen for ourselves the immense human cost of London’s unsafe streets. In 2023, two female staff members at the London School of Economics and Political Science and a male Masters student at the London College of Contemporary Music tragically died while cycling in and around London. Over the last 10 years, at least seven London universities lost staff or students to collisions while cycling, many while commuting to or from their place of work or study.
London’s universities play an important role in the capital’s success as a cultural and economic powerhouse: contributing £14.8 billion to the UK’s GDP.ii Together, they host over 500,000 students and staff, many of whom cycle or use other forms of active travel. Safety while travelling in the city is a key factor for retaining and attracting highly talented students and staff. At a time when other major cities such as Paris are rapidly transforming urban mobility, London must do better.
There is a growing and persuasive body of evidence that cycling and other forms of active travel have a range of significant benefits for health, the environment and the economy:
- Cycling improves people’s mental and physical health,iii and reduces NHS expenditure.iv
- Replacing car trips with cycling trips reduces air pollution and carbon emissions,v and can contribute to the achievement of London’s 2030 net zero commitment.vi
- Cycling infrastructure boosts high streets and local economies,vii is associated with higher-value properties,viii and has a high return on investment.ix
It is clear what needs to be done to avoid cyclist deaths and injuries in the city. Improving infrastructure is crucial:x protected cycle lanes reduce the odds of injury by 40–65%, whereas (paint-only) advisory lanes increase injury odds by 34%.xi London’s junctions must also be urgently redesigned as they are where most serious and fatal collisions occur.xii
Making these improvements will enable more Londoners to enjoy the benefits of cycling. xiii Currently, children, women and ethnic minorities are especially deterred by a lack of safe cycling infrastructure, with a recent survey finding that 90% of women respondents in London would start to cycle, or cycle more, if there were safer routes.xiv
The current Vision Zero developed by Transport for London outlines the city’s plans to eliminate all deaths and serious injuries on the capital’s transport system by 2041: a target London is currently not on track to meet.xv Waiting 17 years is too long. We ask that you commit to a more ambitious target, reflected in an updated Cycle Action Safety Plan, to attest to the urgency of the issue and prevent avoidable deaths.
