Dr Serdar Altay
Visiting Fellow
Dr. Serdar Altay is Associate Professor in the Department of Economics at Istanbul Technical University. With a robust background in international trade, investment, and development, he brings a wealth of experience from both practical and academic perspectives. Previously, Dr. Altay has held pivotal roles within the Turkish government, including trade negotiator and director for sustainable investment promotion. His expertise extends to U.S. think tanks focused on transatlantic economic cooperation and academia, where he excels in teaching and researching trade, finance, statistics and regional/European integration.
Dr. Altay’s recent research delves into the interconnectedness of international trade and investment with industrial and sustainable development, alongside global and regional governance. His published works cover topics such as multilateralism and the trade regime, deep trade agreements, Turkey's commercial engagement with the EU and the United States, and the political-economic ramifications of modernizing the Customs Union between the EU and Turkey.
Dr. Altay holds a PhD in International Studies from Trento University and in Economics and Social Sciences from Kassel University. He also earned an MA in International Political Economy from Warwick University and a BSc in International Relations from the Middle East Technical University.
Professor Radhika Desai
Visiting Fellow
Political Economist and Political Scientist, Radhika Desai proposed geopolitical economy as a Marxist analysis of the international relations of the capitalist world that is historical, integrates the ‘political’ and the ‘economic’, class and nation, and imperialism and anti-imperialism in a single framework that is capable of anticipating and explaining the rise of the multipolar world. She also writes about US, UK and Indian politics and political economy, the dollar system and its contradictions, about Marx’s analysis of capitalism, the politics of right and left, including fascism, nationalism and other topics. Her journalism and commentary appear on The Guardian, The Hindu, Frontline, The Winnipeg Free Press, Canadian Dimension, China Global Television Network (CGTN), RT, Global Times, the Valdai Discussion Club, You Tube and other outlets, She is host of the popular You Tube show Geopolitical Economy Hour.
John Patrick Groarke
Visiting Fellow
A former senior American diplomat, John Groarke has served in countries facing armed conflict, humanitarian crises and public health emergencies. He most recently led the US Government’s efforts to provide assistance to Myanmar’s democratic opposition and those displaced by the country’s ongoing civil war. In South Africa, he served as Deputy Chief-of-Mission and charge’ d’Affaires, and has served in senior diplomatic positions in Pakistan, Haiti, Afghanistan, Morocco, Egypt and Iraq. Mr. Groarke received the Distinguished Presidential Rank Award from President Biden in 2024 and the Joint Civilian Commendation Medal from the Chairman of the Joint Chiefs of Staff at the US Department of Defense in 2023.
Mr. Groarke served as an Assistant Professor at the Department of Defense National War College, America’s premier military training institution, where he taught courses on national security strategy, international relations, military history, and Chinese and Russian influence in Southern Africa. A native of New York City, Mr. Groarke obtained a B.A. from New York University, M.Sc. degrees from The London School of Economics and the US National Defense University, and a juris doctor from the University of Pennsylvania. He is a national of the US, UK and Ireland.

Sophie Legros
ERSC Postdoctoral Fellowship
Sophie is an ESRC Postdoctoral Fellow at the Department of Methodology at the London School of Economics. Her research explores how gender norms change, why some resist change, and what methods lend themselves best to capture these dynamics.
Her doctoral thesis examined changes and continuities in gender norms shaping the household division of labour in Medellín, Colombia, where an increasing number of women have joined the labour force, yet continue to take on a disproportionate share of unpaid work at home. It employs a nested mixed methods design, combining secondary data from the World Values Survey, with household surveys, qualitative interviews and long-term ethnographic fieldwork, to critically assess what different methods reveal about change and persistence. Sophie also has a strong interest in games-based methods for participatory research.
Sophie holds a PhD from the Department of International Development and is a member of the Gender Justice and Wellbeing Economy Programme at the International Inequalities Institute (LSE).
Bronwen Manby
Senior Visiting Fellow
Bronwen Manby is a senior visiting fellow with the Department of International Development. Her research focuses on nationality, statelessness and identification, especially in comparative African context. Increasingly, that has led to an interest in digital identification systems, and their impacts on pre-existing patterns of inclusion and exclusion. Bronwen has been connected to the LSE for more than 20 years, including two spells as visiting fellow with the former Centre for the Study of Human Rights and at the Firoz Lalji Institute for Africa, as well as teaching international human rights law on the interdisciplinary master’s degree in human rights for six years, and leading a research project for the Middle East Centre on access to birth registration for the children of migrants in North Africa.
Bronwen is also a part time lecturer in international human rights law with the School of Advanced Study, University of London, and Africa Coordinator for the GLOBALCIT project of the European University Institute in Florence. She has worked closely with UNHCR on its global campaign against statelessness, and consulted for the World Bank in relation to its programme on ‘identification for development’.
Dr Sophie Mylan
ESRC Postdoctoral Fellow
Sophie has a combined clinical and academic career. She is a fully qualified GP, whilst her research is situated at the intersection of medical anthropology, public health and humanitarianism. She is currently an ESRC postdoctoral fellow, building on ethnographic research that was conducted for Sophie’s PhD at LSHTM. Her thesis explored epidemic preparedness in a refugee settlement in northern Uganda during the COVID-19 pandemic. The research demonstrated how historical, spiritual, socio-economic and political dynamics were inextricable from the way in which epidemic preparedness was conceptualised, delivered and responded to. This fellowship will provide an opportunity to share the findings of this research, with the refugees and humanitarian and government staff who informed the research in Uganda, but also to important wider networks of researchers and policymakers globally.
Dr Henrique Menezes

Dr. Henrique Menezes is a historian with a Ph.D. in Political Science. He is an Associate Professor in the Department of International Relations at the Federal University of Paraíba, a senior researcher at the National Institute for Science and Technology for Studies on the United States (INCT-INEU), and holds a productivity research fellowship from the Brazilian National Council for Scientific and Technological Development (CNPq). His academic interests lie at the intersection of international political economy and sustainable development, with a particular focus on the international intellectual property rights regime, access to health technologies, and the political economy of development. He also conducts research on Brazilian foreign policy, South-South cooperation, and U.S. international economic relations. Dr. Menezes has held research and visiting fellowships at institutions such as King’s College London, the University of Birmingham, and the University of Vechta, Germany.
Dr Rishita Nandagiri

Dr Rishita Nandagiri (she/her) is an LSE Visiting Fellow (11/2022 to 11/2025). She is a Lecturer in the Department of Global Health and Social Medicine, King’s College London. Her interdisciplinary research focuses on gender, abortion and reproductive (in)justices in the Global South; interrogating how power and politics manifest and are wielded at micro, meso, and macro levels. She has previously held postdoctoral positions at LSE, including an ESRC postdoctoral fellowship (2020-2021). She serves on the IUSSP Abortion Research Panel, is an editorial advisory board member of BMJ Sexual and Reproductive Health, and co-convenes the DSA Women & Development Study Group.
Professor Padmashree Gehl Sampath

Professor Gehl Sampath is currently Senior Fellow at the Harvard Kennedy School and the Chief Executive Officer of the African Pharmaceutical Technology Foundation. She also serves the Senior Advisor to the President of the African Development Bank on Pharmaceuticals and Health, apart from being a Visiting Professor in Practice at the London School of Economics (UK), and a Honorary Professor at the University of Rwanda. Previously, she has served as a Co-Director and Senior Advisor at the Global Access in Action Program at Harvard University, a Fellow at the Berkman Klein Center, Harvard University, a Senior Strategic Advisor to the Africa Centres for Disease Control (CDC), and the Chair of the Technical Advisory Group for the World Health Organisation's COVID-19 Technology Access Pool (CTAP).
Professor Sampath has over 25 years of expertise in technology transactions, intellectual property, licensing, business development and market competition. Her work focuses on pharmaceuticals, the data economy, and the energy sectors. Professor Sampath is a prolific author and speaker, having written six books and over one hundred articles and reports. She serves on several international boards and a variety of non-profit boards, including currently the Trade and Industrialisation Advisory Council of the African Continental Free Trade Area (AfCFTA).

Joe Strong (he/him) is a critical demographer and a Leverhulme Early Career Fellow at Queen Mary University of London. He is a multidisciplinary social scientist, and his research focuses on gender, masculinities, politics, and health, with a particular focus on sexual and reproductive health, rights, and justice. He is particularly interested in the politics of knowledge production.
Shuai Wang
Visiting Fellow
Shuai Wang is a PhD candidate in Political Science at Sungkyunkwan University, South Korea. Her research broadly explores the intersections of political instability, resource governance, and renewable energy transitions, with a focus on fragile and resource-abundant contexts. She is interested in the political-economic and institutional factors that shape energy development pathways and their broader implications for governance and stability. Her recent work addresses the role of external actors and institutional frameworks in shaping renewable energy transitions, highlighting the political-economic dimensions of energy policy and investment.
Shuai Wang holds an MSc in Public Policy from University of Edinburgh. She employs interdisciplinary approaches to link development, governance, and sustainable energy studies, aiming to contribute to debates on how resource management and energy transitions interact with socio-political processes in contested settings.
Ge “Pepe” Zhang

Pepe Zhang is an LSE-Chevening Fellow researching the future of international development in a fast-evolving economic and geopolitical context.
His broader thought leadership covers a wide range of public and foreign policy issues globally, such as trade and investment, fiscal policy, health economics, development finance, political economy, great power competition, and South-South cooperation. His insights have informed analysis and decision-making by leading academic institutions, Fortune 100 companies, governments, multilateral organizations, and international media outlets.
Pepe is a Senior Fellow at Universidad Austral (Argentina), a Senior Advisor at Access Partnership, and a former Senior Fellow at the Atlantic Council. He holds an M.A. from the Johns Hopkins University School of Advanced International Studies and B.A. from Pomona College. With extensive experience across the US, China, and Latin America, Pepe speaks, publishes, and consults internationally in his three fluent languages: English, Chinese, and Spanish.

Claire Hutchings is the Director of Monitoring, Evidence, and Learning with BRAC's Ultra-Poor Graduation Initiative. She is an international development specialist with more than 20 years of experience in measurement, evaluation, and learning across global development programmes in Africa, Asia, the Middle East, and Latin America. Her work focuses on strengthening evidence-informed policy and programme design, particularly in complex areas such as empowerment, governance and resilience. She has extensive experience designing and leading MEL functions for highly adaptive programmes, with a focus on the role MEL plays in informing and sharpening strategy design and implementation. Her work includes developing learning-oriented MEL approaches, real-time feedback and sensemaking processes, and facilitation approaches that enable programmes / teams to iterate and adapt in complex and fast paced environments.

Professor E A (Teddy) Brett
Emeritus Professor of International Development
Professor Brett has been involved in research, teaching and practice in Development since the 1960s, first in South Africa at Witwatersrand University, then in Uganda at Makerere University in the 1960s and 1970s, and at Sussex University and the Institute of Development Studies from 1967 to 1992. He joined the Development Studies Institute, now Department of International Development at the LSE in 1993, and was a Visiting Fellow at Witwatersrand University from 2001 to 2005. He completed his PhD in Political Science at the LSE in 1966, and has published extensively on African Political Economy, with special reference to Uganda and Zimbabwe, on International Political Economy, Civic Institutions and Development Theory, and participated in research and consultancy projects sponsored by the World Bank, DFID, and DANIDA.
Chao-Yo Cheng
Chao-yo Cheng is a Lecturer in Quantitative Social Research at Birkbeck, University of London. He has a PhD in political science from the University of California, Los Angeles. He applies various quantitative and qualitative methods to address a range of topics in the political economy of institutions and development. His research focuses on unpacking the institutional and policy foundations of nation-state building and socioeconomic development in multi-ethnic societies.
Professor Tim Dyson
Emeritus Professor of Population Studies
Tim Dyson is Emeritus Professor of Population Studies. He has been a Fellow of the British Academy since 2001 and has held visiting positions at the Australian National University in Canberra, the International Institute for Population Sciences in Mumbai, and the American University of Beirut. In 1997 he was the lead speaker at the Oxford Farming Conference, and in 2015 he delivered the keynote address at the United Nations Commission on Population and Development in New York. Much of his research has involved studying aggregate demographic processes.
Francisco Ferreira
Francisco H. G. Ferreira is the Amartya Sen Professor of Inequality Studies and Director of the International Inequalities Institute at the London School of Economics. Francisco is an economist working on the measurement, causes and consequences of inequality and poverty, with an emphasis on developing countries in general and Latin America in particular. Some of his recent work has focused on the definition and measurement of inequality of opportunity.
Professor Naila Kabeer
Emeritus Professor of International Development
Naila is a Faculty Associate at LSE’s International Inequalities Institute and on the governing board of the Atlantic Fellowship for Social and Economic Equity. She has done extensive advisory work with international agencies (World Bank, ADB, UNDP, UN Women), bilateral agencies (DFID, SIDA, CIDA, IDRC) and NGOs (Oxfam, Action Aid, BRAC, PRADAN and Nijera Kori). Her most recent projects were supported by ERSC-DIFD Funded Research on Poverty Alleviation: Gender and Labour Market dynamics in Bangladesh and West Bengal. She is on the editorial boards of Feminist Economics and Gender and Development and on the international advisory board of the Canadian Journal of Development Studies She is also a member of the Inequalities Advisory Group, Bosch Foundation and a member of the Advisory Board of the United Nations University Institute for Global Health.
Elizabeth Ngutuku
Elizabeth Ngutuku is a research fellow at the Firoz Lalji Institute for Africa. She holds a PhD in Development Studies from the International Institute of Social Studies of Erasmus University Rotterdam. Her PhD research explored children’s complex lived experience of poverty and vulnerability in Kenya. Eliza has over 20 years of experience, working on issues of children and youth in the Eastern Africa region, and her primary focus is on child poverty & vulnerability, social protection, youth activism, sexual and reproductive health & rights, and young people’s experience in conflict situations. Elizabeth speaks Swahili and English.
James Walters
Dr James Walters is founding director of the LSE Faith Centre which works to promote religious understanding and interfaith leadership among the LSE’s global student body, in government and to the wider public. He is also a Senior Lecturer in the LSE Marshall Institute and Chaplain to the School. He works with the Foreign and Commonwealth Office to promote diplomatic engagement with religious communities and contributes to several interfaith initiatives in the Middle East. He has published a number of books including Baudrillard and Theology, Religion and the Public Sphere: New Conversations, Religious Imaginations and Global Transitions and Loving Your Neighbour in an Age of Religious Conflict. He was educated at Cambridge University and ordained priest in the Church of England in 2008 within which he is now a canon of Chichester Cathedral and represents universities on the General Synod, the Church’s governing body.
