James is the Policy Manager on the Bloomberg LSE Mayoral Strategic Authorities Programme, a joint initiative between LSE Cities and the School of Public Policy to support metro mayors and strengthen institutional capability across Mayoral Strategic Authorities (MSAs) in the context of the UK Government’s English devolution agenda. He leads the implementation of the programme’s capacity building offer, including the design and delivery of executive education, applied learning activities, and engagement on the governance challenges facing devolved institutions.
Prior to joining the School of Public Policy, James was a Research Analyst at the London Assembly, the elected scrutiny body of the Greater London Authority (GLA). He provided Assembly Members and committees with impartial research, analysis, and policy advice to scrutinise the policies of the Mayor of London and develop evidence-based recommendations. His work focused primarily on English devolution, housing policy, and demographic change.
James was previously an analyst in the OECD’s Global Relations and Co-operation Directorate, conducting research and providing briefings to member country delegations and senior officials on OECD engagement with partner countries. Prior to this, he held policy research roles at the Institute of International and European Affairs (IIEA) and the Irish Government Economic and Evaluation Service (IGEES).
James holds a Master of Public Administration (MPA) in Economic Policy from the LSE and a BA (Hons) in Economics and German from Trinity College Dublin.
