Dr Richard Martin gave oral evidence to the Joint Committee on Human Rights on 15 April 2026, at the opening of its inquiry 'Security, safety and protest: the role of human rights'. The Committee is examining the value of protest, how it has changed in recent years, and whether the legal framework strikes the right balance. The oral session addressed a range of topics, from the necessity of the PCSC Act 2022 and Public Order Act 2023 and the character of protest-related disruption, to the new cumulative impact and noise provisions and the question of whether a statutory right to protest would be appropriate.
