As a former Prime Minister of Ukraine and Head of Better Regulation Delivery Office (BRDO) he has unique expertise in government relations, reforms and public administration. Among his key achievements is initiating large- and small-scale privatisation programmes, under which the Cabinet prepared and transferred for privatisation almost 1,000 loss-making enterprises — a tenfold increase compared with the previous ten years. He also, for the first time in independent Ukraine’s history, ensured the preparation of land market legislation and its subsequent adoption by Parliament.
Since the beginning of the full-scale war in Ukraine, Oleksiy Honcharuk has been actively involved in the development of Ukraine's defense capabilities as Strategic advisor to the Commander of the Unmanned Systems Forces of Ukraine, Independent Member of Supervisory board in Joint-Stock Company “Ukrainian Defence Industry” and Chairman of the Supervisory Board at the NGO “Aerorozvidka (AeroIntelligence)".
He will be focused on developing his own concept of the “time domain” as a key environment of interaction in terms of public administration reform, innovations development, and approaches in designing time domain based defence strategies and systems.
His unique background combined with LSE scientific capabilities creates all necessary conditions to provide valuable contributions to the relevant topics and studies.
Oleksiy Honcharuk is a master of Law and Distinguished fellow at Atlantic Council (since 2020), also he was Bernard and Susan Liautaud Visiting Fellow at FSI Stanford University (2021).
