Taken from my undergraduate dissertation, the abstract looks at why the government has neglected rough sleeping, an increasingly growing social issue.

Current measures suggest a conflict in governmental provision where there is more hindrance than help. My work thus identifies such policies and explores opportunities for greater government involvement.
