Andrey has Masters Degrees in Physics and Social Psychology from Novosibirsk State University, Russia. He was the Chairman of the Siberian Human Rights Network until 2006 when he joined LSE. His interests include human rights, civil society, security, population and development, migration.

Andrey was a coordinator of the Centre's Human Rights Programme in the Commonwealth of Independent States. He is now a coordinator of an EU Tempus-funded project assisting a consortium of Arab universities with developing human rights programmes.
