Artificial intelligence promises to transform Europe’s economy. But which places stand to benefit: those that invent AI or those that put it to work?

Drawing on evidence from 191 European regions between 2022 and 2024, this talk explores the different geographies of AI invention and use. Regions with stronger demand for AI skills experienced faster growth in income per person and productivity, but no detectable change in employment. AI patenting, by contrast, showed no clear link with growth. Although the evidence captures only the early years of rapid AI expansion, it suggests that the economic benefits may depend more on where AI is used than on where it is invented. The talk considers what this means for regional development, inequality and policy in Europe.
