Eugénie is a policy and systems innovation specialist focused on supporting city governments with the culture, strategies, tools and collaboration practices needed for them to drive systemic change. Working at the intersection of urban governance, mission-oriented policymaking, systems thinking, and design innovation, her work focuses on critical challenges such as the climate transition, preventative health, or social deprivation.

Before joining LSE, Eugénie was a key contributor to the NetZeroCities programme, where she provided strategic guidance to European cities on climate transition planning, multi-stakeholder collaboration and adaptive policymaking. She co-developed the EU Cities Mission approach, supporting the creation of nearly 100 Climate City Contracts to drive local action. Collaborating with European institutions, national ministries and city leaders, her recent work has focused on building local governments’ capacity to act on complex problems.

Her background spans defining design-driven approaches to mission-oriented innovation, and advisory work with local governments and public services. With a training in development economics (B.Sc, PSL-Dauphine University), innovation design (M.Des, Glasgow School of Art), and as an alumna of UCL’s Institute for Innovation & Public Purpose (M.P.A, UCL-IIPP), Eugénie brings an interdisciplinary approach to European cities along with hands-on experience supporting local, national, and regional governments across geographies.
