Professor Mona Paulsen argues that WTO rules are frequently mischaracterised as rigid limits on government action, emphasising instead that they provide a framework for cooperation, consultation and negotiated commitments between states. She highlights that members retain the ability to set and adjust tariffs in line with domestic interests, provided they do so through agreed processes that reflect the reciprocal nature of trade commitments.
