Dr Mona Paulsen on trade security

On 21 December 2022 the WTO circulated the panel report in the case brought by Hong Kong, China in “United States — Origin Marking Requirement” (DS597) against the United States. Dr Mona Paulsen's work on the GATT security exceptions was cited by the panel in its assessment of the self-judging nature of Article XXI(b) of the GATT 1994.

On January 6, 2023, Dr. Paulsen authored “If I were an Appellate Body”, discussing the interpretation of GATT Article XXI(b) by focusing on the United States-Origin Marking (DS597) panel’s interpretive approach to the phrase ‘emergency in international relations’ for the International Economic Law & Policy Blog for WorldTradeLaw.Net.

Dr. Paulsen was also recently cited in Politico Pro on January 3 in their 2023 UK trade predictions.
