Meet the speakers and chair

Natliia Shapoval is the Chairman of KSE Institute and Vice President for Policy Research at the Kiev School of Economics. Nataliia guided and conducted policy research on public procurement, cost of HIV disease, the financial burden of health care costs and private-sector driven growth strategies. She served as a contributor to the Ukraine reform monitoring project of the Carnegie Endowment for International Peace. Nataliia is also a member of the Editorial Board of VoxUkraine.

Tymofyi Mylovanov is the President of Kyiv School of Economics. During his professional career, he has been teaching for a long time at the European and American universities, including Rheinische Friedrich–Wilhelms–Universität Bonn, University of Pennsylvania and University of Pittsburgh. Tymofiy’s research interests cover such areas as theory of games and contracts, institutional design. His articles on these topics have been published in the leading international academic magazines, including Econometrica, American Economic Review, the Review of Economic Studies. From August 2019 to March 2020, Tymofiy Milovanov held the post of Minister of Economic Development, Trade and Agriculture of Ukraine.

Leon Hartwell is the Sotirov Fellow at LSE IDEAS and a Non-Resident Senior Fellow at the Center for European Policy Analysis (CEPA) in Washington D.C. His research interests include conflict resolution, genocide, transitional justice, diplomacy, democracy, and the Western Balkans. Previously, Hartwell was CEPA’s Acting Director of the Transatlantic Leadership Program and a Title VIII Fellow.  From 2012 to 2013, he was also the Senior Policy Advisor for Political and Development Cooperation at the Embassy of the Kingdom of the Netherlands in Zimbabwe, where his work included government and civil society engagement, political reporting, peace building projects, and supporting human rights defenders. In 2019, Hartwell completed a joint doctoral degree summa cum laude at Leipzig University (Germany) and Stellenbosch University (South Africa). His thesis analyzed the use of mediation in the resolution of armed conflicts.
