The war in Ukraine has unleashed a tidal wave of refugees escaping the devastation. A significant share of refugees, estimated at 200,000, have fled to Moldova, Ukraine’s neighbour to the south. Faced with this emergency, the Moldovan government is providing food, shelter, logistical help to refugees wishing to travel further, as well as medical assistance and documents for refugees. 

Eugeniu Cozonac will describe this enormous undertaking, as well as the financial and logistical challenges that arise from this humanitarian crisis. His staff at the Public Property Agency have become first-responders in an all-out effort. The crisis has also redefined the usage of state assets, in ways that demonstrate the increasing role of the state in humanitarian disasters.

Meet our speaker and chair

Eugeniu Cozonac is the Director General of the Public Property Agency of the Government of the Republic of Moldova, where he oversees the country’s public lands and nearly 200 state-owned enterprises. His background includes entrepreneurship, private equity investments in technology companies, and military service with a combat tour in the Middle East. Eugeniu holds a Doctorate in Education from Vanderbilt University, an MBA from Grenoble Ecole de Management, and an MDiv from Reformed Theological Seminary.

Simeon Djankov (@S_Djankov) is Co-Director for Policy at the Financial Markets Group, LSE and Senior Fellow at the Peterson Institute for International Economics. He was deputy prime minister and minister of finance of Bulgaria from 2009 to 2013. Prior to his cabinet appointment, Djankov was Chief Economist of the finance and private sector vice presidency of the World Bank.
