Libya is a country on the cusp. After 42 years of autocracy, it was left with nothing but massive wealth and the institutions necessary to generate and manage the money. After Gadhafi had been ousted, the one goal that had united some of the country’s many and diverse constituencies, the country slid into a predictable decline driven by local and personal interests. Now, the failure of institutions to deliver has led to clashes and outbursts of fighting but the country has so far held back from descending into all-out conflict. Many external players move openly and more often in the shadows to advance their agendas on migration, countering terrorism and always to ensure the continuous supply of oil. Where will Libya head next?
