Jawaharlal Nehru and China: a study in failure?

Jawaharlal Nehru, the man most identified with Indian foreign policy after independence, is remembered for what is considered his greatest failure: the China policy and disastrous war of 1962. But is it fair to hold Nehru responsible for a conflict that arose out of the rise of two competing nationalisms?
