Unlocking the Benefit and Potential of Build to Rent

The British Property Federation (BPF) commissioned this report to help understand whether the build to rent (BTR) sector would benefit from any specific policy measures to help the sector establish during its infancy phase. The research was conducted by Savills Research and Economics teams, with the London School of Economics and Political Science providing an independent and critical role for the collection and analysis of data.

The work involves a cost benefit analysis of various policy tools and puts forward a package of measures that would help increase the supply of homes and support the burgeoning sector.

The research identifies the benefits of BTR and the potential the sector holds to increase housing supply in England and Wales. It is the first study to quantify the scale of BTR delivery across the country and to identify the nature of schemes in terms of their planning status, scale and delivery approach.
