About me

Cassio L. França is a visiting fellow of the LSE Latin American and Caribbean Centre and an associate fellow of the Center for Public Administration and Government (CAPEG) at the Getulio Vargas Foundation (FGV-EAESP).

His PhD thesis (Public Administration and Government) was concerned with public-sector decision-making processes in Brazil and was entitled "Agenda setting and decision-making process in the governments FHC and Lula: an analysis of the dynamics and opportunities in the decision-making process in the electricity sector". Its central finding was that the core aspects of policy frameworks did not change as long as the dominant coalition that established them remained in the power, even if some secondary aspects did occur during the same period.

He has extensive experience as a consultant for the public sector. He has been involved in the strategic-planning and monitoring processes of several institutions in Brazil, including the National Treasury Secretariat, the National Company of Information Technology and Social Security (Dataprev), the Ministry of Communications, and the Women and Equalities Committee of the Brazilian parliament. He also has experience with multilateral institutions such as the Mercosur Institute of Public Policies on Human Rights (IPPDH) and the Inter-American Development Bank (IDB).

His project at FGV and LSE LACC aims to analyse the reasons for the gap between the formulation and implementation stages of public policy-making. The general idea is to understand what public organisations (governmental or civil-society) can do to increase their effectiveness and overcome this gap.
