{"id":83097,"date":"2026-01-26T14:57:21","date_gmt":"2026-01-26T14:57:21","guid":{"rendered":"https:\/\/www.lse.ac.uk\/granthaminstitute\/?post_type=publication&#038;p=83097"},"modified":"2026-03-11T12:16:13","modified_gmt":"2026-03-11T12:16:13","slug":"lessons-from-attracting-international-capital-for-renewables-in-vietnam","status":"publish","type":"publication","link":"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/lessons-from-attracting-international-capital-for-renewables-in-vietnam\/","title":{"rendered":"Lessons from attracting international capital for renewables in Vietnam"},"content":{"rendered":"<!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\">\n<?xml encoding=\"UTF-8\"><p>This policy brief sets out how Vietnam has used the state-owned energy company, Vietnam Electric (EVN), to provide strategic financial support for renewables projects in order to attract overseas capital, and the lessons that other emerging markets and developing economies (EMDEs) can draw from this experience.<\/p>\n\n\n\n<p><em>The brief is one of a series of three; read the <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/lessons-from-using-state-organs-to-finance-the-green-transition-in-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">China brief here<\/a> and the <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/lessons-from-financing-green-industrial-policy-under-financial-constraints-in-india\/\" target=\"_blank\" rel=\"noreferrer noopener\">India brief here<\/a>.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Main messages<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Between 2017 and 2021, Vietnam experienced the fastest annual proportional increase in renewables ever seen globally.<\/li>\n\n\n\n<li>Vietnam achieved this by using the state-owned energy company, Vietnam Electric (EVN), as a state tool for creating a renewables market, implementing a green national strategy and reducing investor risks.<\/li>\n\n\n\n<li>The successes were particularly driven by EVN&rsquo;s financial support for renewables projects. EVN intentionally and sustainably incurred losses when buying renewable electricity from the margin between high state-determined feed-in tariffs (FITs) and a low state-controlled electricity price.<\/li>\n\n\n\n<li>This technology-specific loss was made possible through direct state financial backing of EVN and by not publicly listing the company, allowing the state to set the prices of both buying and selling renewable electricity.<\/li>\n\n\n\n<li>Domestic banks, project developers and Asian regional equity investors viewed the FITs as high enough to compensate for all other risks.<\/li>\n\n\n\n<li>Equity came from both domestic project developers and international investors. Their risk assessment is in direct contrast to that of advanced-economy financiers and companies that did not involve themselves.
