This special report for the <a href=\"https:\/\/www.lse.ac.uk\/researchAndExpertise\/units\/growthCommission\/home.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">LSE Growth Commission<\/a> shows why it is sensible for environmental sustainability to be at the heart of the UK&rsquo;s growth strategy and how this can be achieved.<\/p>\n<p>This report builds on previous LSE Growth Commission reports (2013, 2017), which laid out a blueprint for boosting growth in the UK and its inclusiveness via institutional and policy reforms to drive investment in these complementary areas. It embraces, deepens and strengthens the previous reports in light of technical advances, a stronger understanding of environmental issues, and the changing politics and economy of a UK that is building a new role in the world. It recognises the challenge of managing global trends, powerful forces that are transforming the UK economy, including the impacts of technological progress (such as AI and robotics), and globalisation.<\/p>\n<p>The recommendations provide a framework and strategy for sustainable growth in the UK. They have strong relevance in particular for Her Majesty&rsquo;s Treasury and the Department for Business, Energy &amp; Industrial Strategy, as well as the Ministry of Housing, Communities &amp; Local Government, the Department for Education, and the Department for International Development.<\/p>\n<h2>Summary of recommendations for policymakers<\/h2>\n<p>Our recommendations are built around four policy priority areas: innovation, infrastructure, skills and cities.<\/p>\n<h3>Innovation<\/h3>\n<ul>\n<li><strong>Bring together existing growth and green innovation strategies<\/strong>, in particular the innovation priorities in the Government&rsquo;s <em><a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.gov.uk\/government\/topical-events\/the-uks-industrial-strategy\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Industrial Strategy&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a><\/em> and <em><a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.gov.uk\/government\/publications\/clean-growth-strategy\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Clean Growth Strategy&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a><\/em>, to ensure low-carbon and resource-efficient innovation is embedded throughout the economy.<\/li>\n<li><strong>Develop UK research priorities based on a range of metrics, including positive technology spillovers<\/strong>, rather than comparative advantage alone. The pipeline would contribute to meeting the UK&rsquo;s 2050 decarbonisation targets, avoid locking into capital assets that could render the UK uncompetitive or require scrapping\/retrofitting, and be consistent with the recommendations of the National Infrastructure Commission and other relevant statutory bodies.<\/li>\n<li><strong>Establish a National Infrastructure Bank, with an explicit sustainability mandate<\/strong>, which can both signal the scale and type of sustainable finance needed from the private sector and use a range of financial instruments to &lsquo;crowd in&rsquo; private finance.<\/li>\n<li><strong>Develop a governance structure for infrastructure that joins up and empowers local authorities<\/strong>, enabling coordination of infrastructure investments across regions and cities, in particular across housing and related infrastructure investments. <strong>Prioritise regions where productivity would be most responsive to higher capital intensity<\/strong>.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-44031\" src=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2018\/12\/Fig-3.1.-from-Sustainable-Growth-in-the-UK_Full-Report_78pp-3.jpg\" alt=\"\" width=\"1000\" height=\"626\" srcset=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2018\/12\/Fig-3.1.-from-Sustainable-Growth-in-the-UK_Full-Report_78pp-3.jpg 1000w, https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2018\/12\/Fig-3.1.-from-Sustainable-Growth-in-the-UK_Full-Report_78pp-3-350x219.jpg 350w, https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2018\/12\/Fig-3.1.-from-Sustainable-Growth-in-the-UK_Full-Report_78pp-3-768x481.jpg 768w, https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2018\/12\/Fig-3.1.-from-Sustainable-Growth-in-the-UK_Full-Report_78pp-3-800x501.jpg 800w, https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2018\/12\/Fig-3.1.-from-Sustainable-Growth-in-the-UK_Full-Report_78pp-3-150x94.jpg 150w, https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2018\/12\/Fig-3.1.-from-Sustainable-Growth-in-the-UK_Full-Report_78pp-3-50x31.jpg 50w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<h3>Skills<\/h3>\n<ul>\n<li><strong>Bring together the Industrial Strategy and Clean Growth Strategy to create a single forward-looking and coherent plan for strengthening the UK&rsquo;s human capital for the low-carbon transition<\/strong>. There should be a particular focus on improving outcomes and opportunities for disadvantaged students.<\/li>\n<li><strong>Devise targeted employment transition policies in areas at high risk of disruption<\/strong> from the forces of change, such as Northeast England and South Wales, to improve the resilience of local communities.<\/li>\n<li><strong>Ensure education institutions are responsive and flexible as the low-carbon transition accelerates and the demand for skills shifts<\/strong>, by working closely with other economic, environmental, technological and social institutions. This will require <strong>better data and metrics for assessing employment changes and shifting demand for skills<\/strong>.<\/li>\n<li><strong>Help firms overcome barriers to in-house <\/strong>training through tax credits and partnerships with education providers.<\/li>\n<\/ul>\n<h3>Cities<\/h3>\n<ul>\n<li><strong>Commit to investment in smart cities across all UK regions.
