June Mummery, a Suffolk Reform councillor since December 2025, has previously declared that &ldquo;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/x.com\/june_mummery\/status\/1704379861786128658\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">There is no climate crisis&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&rdquo;. How representative is this view of the party&rsquo;s stance on climate, and how have those councils won in 2025 with a majority acted on it?<\/p>\n\n\n\n<p>In May 2025 Reform UK won majorities in 10 of 23 councils up for election in England. Among the party&rsquo;s election promises were to &ldquo;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/electionleaflets.org\/leaflets\/21460\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">scrap net zero to cut your energy bills&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&rdquo;. On this basis, we should expect further debates around the removal of Climate Emergency Declarations and backtracking on climate action.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Lessons from previous Reform wins<\/h2>\n\n\n\n<p>While Reform UK do not have an explicit position on climate change (statements disputing the existence of anthropogenic climate change&nbsp;<a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/has-nigel-farage-quietly-forced-reform-uk-to-u-turn-on-climate-change-denial\/\" target=\"_blank\" rel=\"noreferrer noopener\">were removed<\/a>&nbsp;from its &ldquo;Our Contract with You&rdquo; document in 2024 when Nigel Farage became leader), our research indicates that the Party is returning to a stance that rejects the science on human-caused climate change.<\/p>\n\n\n\n<p>Our recent&nbsp;<a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/the-reform-uk-partys-approach-to-climate-change-and-net-zero-in-local-councils\/\" target=\"_blank\" rel=\"noreferrer noopener\">policy brief&nbsp;<\/a>examines the Reform UK party&rsquo;s approach to climate change and net zero in local councils since 2025, focusing on council debates discussing removal of climate targets and commitments, as well as party literature, press and social media. Table 1 shows the approach of the 10 Reform-controlled councils won last year. We found evidence of language that could be categorised as &ldquo;<a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/what-are-climate-misinformation-and-disinformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">climate change denial<\/a>&rdquo; in five councils. Most striking was Kent County Council, which in September 2025 noted &ldquo;the unproven view of anthropogenic (human-induced) climate change&rdquo; in a&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/democracy.kent.gov.uk\/documents\/s132214\/MTLD%201%20-%20Reform%20UK%20-%20Rescinding%20Climate%20Emergency.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">motion&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;to rescind the county&rsquo;s Climate Emergency.<\/p>\n\n\n\n<p><strong>Table 1. By 2021, 75 per cent of local authorities in the UK had&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/cdp-2023-0122\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">declared a &ldquo;climate emergency&rdquo;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;and 73 per cent of single and upper tier authorities in England had committed to<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.nao.org.uk\/wp-content\/uploads\/2021\/07\/Local-government-and-net-zero-in-England.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">&nbsp;carbon neutrality or net zero targets&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;in the local authority area, of which 38 per cent set a deadline of 2030, 20 years earlier than the national target.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How to keep local government engaged in net zero<\/h2>\n\n\n\n<p>While the role of local government in delivering national net zero targets is recognised as essential, the previous Conservative Government reasoned that&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/cdp-2023-0122\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">local statutory targets&nbsp;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>were unnecessary, given the high level of local commitment already being displayed. The lesson from a year of Reform UK-led councils is that national government should no longer assume there will be voluntary ambition on climate at the local level supporting progress on national legislative and policy goals.<\/p>\n\n\n\n<p>Our research also identified inconsistencies in how Reform UK councils approach implementing their pledge to &ldquo;scrap net zero&rdquo;, suggesting that there are still opportunities to maintain progress despite the party&rsquo;s national position. For example, while three Climate Emergency Declarations have been rescinded, three have not. North Northamptonshire council voted to remove the carbon-neutrality-by-2030 target but also says it will follow &ldquo;the national legal requirement of&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.northnorthants.gov.uk\/climate\/climate-change\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Net Zero emissions by 2050&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, or sooner&rdquo;. West Northamptonshire council removed net zero targets, but is nonetheless enthusiastic about&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.westnorthants.gov.uk\/news\/local-grant-support-residents-energy-saving-home-improvements\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">&pound;2.6 million&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;it has been allocated by the Government&rsquo;s &lsquo;Warm Homes: Local Grant&rsquo; funding for energy-saving home improvements. The framing is energy efficiency rather than net zero, but the contribution will be to both.<\/p>\n\n\n\n<p>To encourage local authorities to continue taking responsibility for emissions reductions, regardless of framing, we suggest priority should be given to standardising emissions monitoring and reporting guidance for local authority use. The experience of Kent County Council, which has&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.kent.gov.uk\/__data\/assets\/pdf_file\/0018\/228204\/Energy-Efficiency-Plan.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">retained emissions&nbsp;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>as a Key Performance Indicator, shows that this indicator can be welcome under the right circumstances. By contrast, Lancashire County Council resolved to ask its Cabinet to&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/council.lancashire.gov.uk\/documents\/g15384\/Printed%20minutes%2016th-Oct-2025%2013.00%20Full%20Council.pdf?T=1\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">cease voluntary carbon reporting&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, highlighting the need for the Government to consider mandatory reporting.<\/p>\n\n\n\n<p>Given the vital role local authorities need to play in helping the UK reach its statutory target of net zero emissions by 2050, we also recommend that the Government should consider strategic options including incentives to promote progress, rather than assuming voluntary action.
