It received over 5,000 responses and only then approved the scheme through a cabinet decision on 29 November 2022.&nbsp;Presenting these locally led initiatives as authoritarian misrepresents how such policies are&nbsp;developed and implemented.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The article&nbsp;goes on to state:&nbsp;&nbsp;<\/p>\n\n\n\n<p>&ldquo;The 15-minute city is based on the idea that a person can access amenities within a quarter of an hour by walking or cycling. In some cases, this could result in traffic restrictions being brought in for drivers.&nbsp;&nbsp;<br>&nbsp;<br>&ldquo;The most high-profile example of such a plan is in Oxford, where the council put forward proposals to divide the city into six&nbsp;&lsquo;15-minute&nbsp;neighbourhoods&rsquo;.&nbsp;&nbsp;<\/p>\n\n\n\n<p>&ldquo;Under the scheme, drivers would need a residents&rsquo; permit that allows 100 days of free travel per year through six traffic filters during operating hours.&rdquo;&nbsp;<\/p>\n\n\n\n<p>Here, the article&nbsp;wrongly&nbsp;conflates&nbsp;two different&nbsp;proposals&nbsp;and&nbsp;fails to&nbsp;verify basic facts.&nbsp;<\/p>\n\n\n\n<p><a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.oxfordshire.gov.uk\/transport-and-travel\/connecting-oxfordshire\/oxford-traffic-filters\" aria-describedby=\"link-description-new-window\" target=\"_blank\" The article&nbsp;appears to be&nbsp;confusing six roads with six neighbourhoods.&nbsp;This&nbsp;highlights a lack of basic&nbsp;factchecking, including&nbsp;of the&nbsp;newspaper&rsquo;s own reporting.&nbsp;Information about both the&nbsp;Oxford traffic filters and 15-minute cities&nbsp;is&nbsp;easily&nbsp;available on the official council websites.&nbsp;&nbsp;<br>&nbsp;<br>The article&nbsp;further&nbsp;amplifies false claims from Conservative shadow transport minister Greg Smith,&nbsp;who&nbsp;states:&nbsp;&nbsp;<\/p>\n\n\n\n<p>&ldquo;Labour<em>&nbsp;<\/em>has given the green light for draconian councils like Oxfordshire to police how people live, move and drive, using cameras and fines backed by DVLA data.&rdquo;&nbsp;<\/p>\n\n\n\n<p>But&nbsp;no&nbsp;traffic scheme or&nbsp;environmental&nbsp;initiative, whether traffic filters, low-traffic neighbourhoods,&nbsp;Ultra Low Emission Zone&nbsp;or 15-minute cities,&nbsp;impedes public freedom or&nbsp;dictates how people live or move. Mr Smith&rsquo;s comments&nbsp;parrot&nbsp;a conspiracy&nbsp;theory&nbsp;that has been&nbsp;repeatedly and&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.reuters.com\/article\/fact-check\/oxfordshire-county-council-to-trial-congestion-reducing-traffic-filters-not-a--idUSL1N3331OK\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">widely debunked&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.&nbsp;&nbsp;<br>&nbsp;<br>The article&nbsp;also includes a&nbsp;quote from&nbsp;the director of Alliance of British Drivers,&nbsp;stating:&nbsp;<\/p>\n\n\n\n<p>&ldquo;Duncan White, director, of the Alliance of British Drivers said 15-minute cities were an&nbsp;&lsquo;abomination&rsquo;.&nbsp;He said it was a&nbsp;&lsquo;perverse&rsquo;&nbsp;and&nbsp;&lsquo;Stalinist&rsquo;&nbsp;approach to social control, adding:&nbsp;&lsquo;It is an encroachment on civil liberties, and it is a page out of the East Germany playbook.&rsquo;&rdquo;&nbsp;<\/p>\n\n\n\n<p>At no point does the article challenge these claims&nbsp;or&nbsp;provide&nbsp;its&nbsp;readers with&nbsp;accurate&nbsp;information to counter them.&nbsp;The article has been widely shared on social media. Many users&nbsp;are&nbsp;sharing the article&nbsp;to promote a long-standing and repeatedly debunked&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-10-03\/15-minute-cities-what-are-they-and-why-are-they-controversial\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">conspiracy theory&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;that climate&nbsp;and environmental&nbsp;policies are a pretext for&nbsp;&lsquo;lockdowns&rsquo;&nbsp;imposed&nbsp;by&nbsp;global elites.&nbsp;&nbsp;<\/p>\n\n\n\n<p>One user on X shared the article with the caption&nbsp;&ldquo;When we were protesting in Oxford against&nbsp;15 minute&nbsp;cities we were called conspiracy theorists. But as with so many conspiracy theories these&nbsp;days&nbsp;they&rsquo;re&nbsp;normally just a year or two ahead of the truth.&rdquo;&nbsp;Another wrote,&nbsp;&ldquo;We&rsquo;ll&nbsp;be restricted from leaving our zone by keeping us in with the traffic filters which are due to be installed in August. I raised this in Parliament and was laughed at. Called a conspiracy theorist. It is therefore quite concerning to see a major national newspaper&nbsp;fail to&nbsp;do the most basic due diligence on&nbsp;issues&nbsp;that concern the public.&nbsp;Rather than providing clarity, the&nbsp;<em>Telegraph&nbsp;<\/em>chose to promote inaccurate claims from politicians and campaign groups without any challenge. This&nbsp;represents&nbsp;a serious failure of responsible journalism.
