Thus, a key task during the negotiations at last October&rsquo;s UN Biodiversity Conference, COP16 was to agree how to ensure the fair and equitable sharing of benefits of genetic information. The resultant Cali Fund entrenches the notion that <a class=\"link link--external\" href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=5038854\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">biodiversity is not &lsquo;free&rsquo;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, with sectors from agriculture to biotech, cosmetics, pharmaceuticals and AI asked to share the economic gains from their use of nature&rsquo;s genetic information as early as this year.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Supporting benefit-sharing from digital sequence information<\/h2>\n\n\n\n<p>Genetic sequence information, referred to as digital sequence information (<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.cbd.int\/dsi-gr\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">DSI&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>) in policy discussions, is derived from organisms such as plants and fungi from <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.weforum.org\/stories\/2024\/06\/environment-day-biodiversity-world-megadiverse-countries\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">mega-biodiverse developing countries&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Details of an organism such as its DNA or RNA are then stored and managed digitally in databases. So far, however, the commercial benefits of its use have predominantly benefited&nbsp;entities from high-income countries, including pharmaceuticals, cosmetics, agriculture and the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.scanthehorizon.org\/p\/un-puts-ai-titans-on-the-hook-for\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">fast-growing AI sector&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n\n\n\n<p>This monopolisation of benefits has been the source of heated international debate, with <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S001671852030227X\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">some referring to it as &lsquo;biopiracy&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&rsquo;: a problem that has been recognised for some time, with the <a class=\"link link--external\" href=\"https:\/\/www.cbd.int\/abs\/default.shtml\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Nagoya Protocol&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of 2010 representing the first attempt at equitable sharing of benefits from <em>physical<\/em> genetic resources. However, that agreement did not cover DSI, which due to its intangible nature does not fall under the definition in the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.cbd.int\/convention\/articles\/default.shtml?a=cbd-02\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Convention on Biological Diversity (CBD) of &lsquo;genetic resources&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&rsquo;. To address the emerging need to include DSI, a new multilateral mechanism for DSI-benefit sharing was established (<a class=\"link link--external\" href=\"https:\/\/www.cbd.int\/doc\/decisions\/cop-15\/cop-15-dec-09-en.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">decision 15\/9&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>) and a supporting global fund agreed at COP15 in 2022, which at COP16 was to become the Cali Fund. The Fund provides a mechanism to collect funds from DSI users and distribute them to DSI providers, including biodiversity-rich countries and stewards of nature, such as Indigenous Peoples and local communities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">LSE&rsquo;s contribution to the Cali Fund&rsquo;s design<\/h2>\n\n\n\n<p>Last September, experts from several departments at LSE including the Grantham Research Institute, LSE Law School and the Department of Accounting, along with external members of the LSE-funded Ocean Biodiversity Collective, notably One World Analytics, conducted a policy roundtable, presenting ideas to COP negotiators on how the global fund could be designed. The LSE model that emerged from these discussions on how to operationalise industry contributions to the multilateral mechanism has been published in two policy briefs and is rooted in three key principles:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Pay Nature First:<\/strong> Contributions to the fund should be seen as a cost of doing business with nature&rsquo;s resources, in particular when operating in the DSI space.<\/li>\n\n\n\n<li><strong>Everyone Pays:<\/strong> Biodiversity is not a free asset, so contributions should come from a broad range of entities.<\/li>\n\n\n\n<li><strong>&lsquo;FRETAP&rsquo; Principles:<\/strong> Contributions must be fair, reasonable, equitable, transparent and predictable.<\/li>\n<\/ul>\n\n\n\n<p>The starting point for the DSI negotiators at COP16 were the recommendations published in a <a class=\"link link--external\" href=\"https:\/\/www.cbd.int\/doc\/recommendations\/wgdsi-02\/wgdsi-02-rec-01-en.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">CBD document&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> last August, which included <em>Options A to D<\/em> as the proposed pathways for global fund contributions. Given the significant operational challenges associated with those, the LSE team proposed an alternative text option based on the <a class=\"link link--external\" href=\"https:\/\/zenodo.org\/records\/13958364\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">tiered sales-based approach&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. This text was <a class=\"link link--external\" href=\"https:\/\/www.cbd.int\/side-events\/6456\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">presented to negotiators&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> on the first day of COP16 and later formed the basis of &lsquo;Option E&rsquo;, which was put forward by Norway, explicitly based on the LSE model presented earlier in the negotiations (see Figure 1). To ensure transparency and inform Parties further about the proposed approach, a joint LSE-Norway Technical Briefing Session was organised and included a robust Q&amp;A on the basis of the LSE model.<\/p>\n\n\n\n<p>The final CBD decision establishing the Cali Fund captures many of the aspects outlined in the LSE model which is now reflected in the text of <a class=\"link link--external\" href=\"https:\/\/www.cbd.int\/doc\/decisions\/cop-16\/cop-16-dec-02-en.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Decision 16\/2&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. It is crucial for mobilising resources from industry &ndash; a necessary component for reaching <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.cbd.int\/gbf\/targets\/19\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">global financing targets&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. It is also an example of how the dependence of other sectors on natural resources could be linked to more formalised contributions to protecting nature in the future.<\/p>\n\n\n\n<p>This, in turn, opens doors for private finance to acknowledge these contributions, for example through sustainable finance instruments. Governments and other stakeholders, including central banks, have opportunities to further support and amplify the impact of these mechanisms, making the Cali Fund pivotal in a move towards a <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.cbd.int\/gbf\/introduction#:~:text=Whole%2Dof%2Dgovernment%20and%20whole%2Dof%2Dsociety%20approach\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">whole-of-government and whole-of-society approach&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n\n\n\n<p>Despite being voluntary, the proposed annual company contributions in the final decision 16\/2 &ndash; 1% of profits or 0.1% of revenue &ndash; establish a precedent for industry accountability in biodiversity finance. The Cali Fund sets a benchmark for what companies should return to nature in exchange for the economic gains they derive from it.<\/p>\n\n\n\n<p>As an agreement for the Cali Fund became more likely, industry representatives at COP16 began to <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.theguardian.com\/environment\/2024\/oct\/25\/astrazeneca-uk-jobs-biodiversity-drug-levy?CMP=Share_iOSApp_Other\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">push back&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. For the Fund to be successful in attracting significant contributions to biodiversity conservation, it is vital that <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.cbd.int\/conferences\/2024\/cop-16\/documents\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">all included sectors&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> are held accountable for making contributions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">National-level implementation to ensure timely contributions<\/h2>\n\n\n\n<p>Given the voluntary nature of the Fund, national governments should take measures to incentivise contributions. This could be achieved through:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Comply-or-explain approach:<\/strong> National governments could introduce a &lsquo;comply-or-explain&rsquo; approach to increase transparency and implementation, which would require companies to justify exemptions from contributions following certain criteria, placing the onus on entities to prove that they do not use DSI. At the EU level, experience has shown that while the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/echa.europa.eu\/regulations\/reach\/understanding-reach\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">REACH legislation&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> mandates strict compliance with chemical safety requirements, it also incorporates mechanisms whereby companies can request authorisations for restricted substances or provide socioeconomic arguments for continued use, demonstrating how structured transparency requirements can enhance regulatory effectiveness.<\/li>\n\n\n\n<li><strong>Sustainability reporting:<\/strong> Existing sustainability reporting frameworks like the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/finance.ec.europa.eu\/capital-markets-union-and-financial-markets\/company-reporting-and-auditing\/company-reporting\/corporate-sustainability-reporting_en\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">EU Corporate Sustainability Reporting Directive&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> could provide one avenue to increase transparency about a company&rsquo;s DSI-reliance and Fund contributions. The omission of DSI information can reasonably be argued to influence investor decisions as it is a cost to the company and therefore falls within the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.ifrs.org\/content\/dam\/ifrs\/supporting-implementation\/issb-standards\/issb-materiality-education-material.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">International Financing Reporting Standards&rsquo; definition of materiality&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Voluntary frameworks, like <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.cdp.net\/en\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">CDP&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, could provide additional guidance on disclosure.<\/li>\n\n\n\n<li><strong>Sustainable finance: <\/strong>Contributions could be tied to sustainable finance instruments (see Figure 2) such as bonds or loans, which could help mitigate the systemic risks associated with biodiversity loss and offer reputational benefits and access to a broader investor base. Such instruments could be supported by central bank and finance ministry policies, like favourable prudential treatment in line with financial stability goals. Moreover, these policies also impose reporting obligations, providing a straightforward way to increase disclosure and thus supporting enforcement. The disbursement of the funds needs to take place in a transparent, robust and credible manner, to provide investors with the certainty that the money goes towards effective biodiversity conservation projects.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Figure 2. With very little analysis of its economic worth based on the quality and informational content of the asset published to date, determining an adequate volume for the Fund through a top-down approach faces significant data challenges. In the future, frameworks like natural capital accounting could help capture DSI&rsquo;s value within global economic reporting systems such as the UN System of National Accounts, bringing essential transparency to the national level.<\/p>\n\n\n\n<p>These improved reporting solutions, together with country-level compliance mechanisms, could support the effective monitoring, equitable allocation and long-term sustainability of the Fund.
