Fifteen years on, not only have they failed to make progress but subsidies have largely increased. Setenay Hizliok, Giorgia Monsignori and Antonina Scheer explore the domestic commitments of G20 countries to phase out these subsidies and call for further action and transparency on international and national efforts.&nbsp;<\/p>\n\n\n\n<p>Following the global energy crisis and spikes in energy prices, the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.imf.org\/en\/Publications\/WP\/Issues\/2023\/08\/22\/IMF-Fossil-Fuel-Subsidies-Data-2023-Update-537281\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">International Monetary Fund&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (IMF) calculates that explicit fossil fuel subsidies more than doubled from 2020 to 2022, reaching $1.3 trillion. This amounts to $7 trillion when implicit subsidies are considered (i.e. retail prices that do not reflect the full cost of externalities such as greenhouse gas emissions and air pollution).&nbsp;&nbsp;<\/p>\n\n\n\n<p>According to the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/fossilfuelsubsidytracker.org\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Fossil Fuel Subsidy Tracker&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, only 32% of G20 countries reduced fossil fuel subsidies as a share of GDP between 2010 and 2022. In this commentary, we track how joint phaseout commitments are reflected in the domestic policies of G20 countries.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The case for ending fossil fuel subsidies&nbsp;<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Fossil fuel subsidies contradict the <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/what-is-the-paris-agreement\/\" target=\"_blank\" rel=\"noreferrer noopener\">Paris Agreement<\/a> (Article 2.1.c) by wasting public financial resources on assets that could become stranded and encouraging producers and consumers to maintain their reliance on carbon-intensive energy sources. These subsidies are economically inefficient and environmentally harmful, distorting optimal market prices and supporting polluting activities.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Phasing out fossil fuel subsidies is a key part of the low-carbon transition, complementing other mitigation policies like <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/what-is-a-carbon-price-and-why-do-we-need-one\/\" target=\"_blank\" rel=\"noreferrer noopener\">carbon pricing<\/a> and <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/blogs.worldbank.org\/en\/trade\/to-tackle-climate-change--governments-increasingly-turn-to-green#:~:text=To%20tackle%20climate%20change%2C%20governments%20increasingly%20turn%20to%20green%20subsidies,-Jose%20Signoret&amp;text=Given%20the%20global%20concern%20about,can%20play%20a%20greater%20role.\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">green subsidies&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. This reduction would reach 43% if implicit subsidies were also addressed through comprehensive carbon pricing.&nbsp;<\/p>\n\n\n\n<p>Political, social and economic concerns may hamper the phaseout because subsidies are often used to target a certain sector (e.g. agriculture) or group (e.g. low-income households) that is vulnerable to high energy costs. Producer subsidies in particular tend to persist due to energy security concerns or current growth models that generate taxable revenues from the fossil fuel industry. The removal of these subsidies may raise social justice or economic competitiveness concerns. However, they often lack detail and therefore credibility. The G7 is the only country group to have established a <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.mofa.go.jp\/files\/000160266.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">deadline&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, which is set for 2025. These commitments also open up an ambiguous loophole by focusing specifically on so-called &lsquo;inefficient&rsquo; fossil fuel subsidies. These are often defined as subsidies that &lsquo;encourage wasteful consumption&rsquo; or that &lsquo;do not address energy poverty or just transition&rsquo;.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Recent developments show that countries are taking a step in the right direction, albeit belatedly. G7 countries have been <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.bundesregierung.de\/resource\/blob\/974430\/2044350\/84e380088170c69e6b6ad45dbd133ef8\/2022-05-27-1-climate-ministers-communique-data.pdf?download=1#:~:text=1.,generations'%20needs%20around%20the%20world.\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">committing&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to further transparency and exploring joint fossil fuel subsidy inventories since 2022 and finally <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.g7italy.it\/wp-content\/uploads\/G7-Climate-Energy-Environment-Ministerial-Communique_Final.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">agreed &#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>to work towards a common definition of &lsquo;inefficient&rsquo; fossil fuel subsidies in 2024. At COP28, 12 countries made <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.government.nl\/documents\/publications\/2023\/12\/09\/joint-statement-on-fossil-fuel-subsidies\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">pledges&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that went beyond transparency and international cooperation. Now a <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.iisd.org\/coffis\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">coalition&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of 13 members, they are releasing national fossil fuel subsidy inventories at COP29 and will state national phaseout plans next year at COP30.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Commitments in action: addressing gaps in measuring progress at the country level<\/strong>&nbsp;<\/h3>\n\n\n\n<p>The lack of progress monitoring is a serious gap: none of the joint commitments to phase out subsidies are tracked consistently or regularly. We analyse the clarity, accountability, level of ambition and transparency of these pledges. Our analysis reveals four key findings:&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>1. The G20&rsquo;s joint commitment is largely not being implemented at the domestic level, with phaseout commitments rarely restated in domestic policies.<\/strong> Brazil sets a target in its <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.gov.br\/pt-br\/campanhas\/brasil-na-cop\/copy3_of_absengwebv2.pdf\/@@download\/file#:~:text=BRASIL%20%2BSUSTENT%C3%81VEL)-,The%20Agenda%20for%20a%20More%20Sustainable%20Brazil%20(Agenda%20Brasil%20%2BSustent%C3%A1vel,that%20contribute%20to%20sustainable%20development.\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Agenda for a More Sustainable Brazil&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to rationalise inefficient fossil fuel subsidies and phase out harmful subsidies, but lacks a deadline. Only Canada, Germany and Italy commit to a deadline in a domestic policy document.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>2. Canada is the only country that published <\/strong><a href=\"https:\/\/www.canada.ca\/content\/dam\/eccc\/documents\/pdf\/climate-change\/climate-plan\/23043.01-%20Inefficient%20Fossil%20Fuel%20Subsidies%20Government%20of%20Canada%20Self%20Review-Framework_V02-EN.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>guidelines<\/strong><\/a><strong> to identify &lsquo;inefficient&rsquo; fossil fuel subsidies.<\/strong> This is a necessary step for countries to identify which subsidies to eliminate. Although they do not define &lsquo;inefficient&rsquo;, Germany and Italy use relevant categorisations such as &lsquo;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.mase.gov.it\/sites\/default\/files\/archivio\/allegati\/sviluppo_sostenibile\/Catalogo_sussidi_ambientali_2022.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">environmentally harmful&rsquo;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to classify the types of subsidies they aim to phase out. Both countries are also exploring frameworks or methodologies to apply clearer definitions for these categories.&nbsp;<\/p>\n\n\n\n<p><strong>3. Disclosing transparent inventories of fossil fuel subsidies is rare. <\/strong>Only Italy, Germany and France report their subsidies regularly, within their <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/commission.europa.eu\/energy-climate-change-environment\/implementation-eu-countries\/energy-and-climate-governance-and-reporting\/national-energy-and-climate-plans_en\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">National Energy and Climate Plans&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (NECPs), as required by the EU. Germany and Italy also have internal reporting mechanisms which are updated regularly.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>4. Disclosing fossil fuel subsidies in annual budget reports or ministry-specific documents is an emerging practice.<\/strong> However, many of these do not encompass all existing subsidies or they include insufficient detail (e.g. on fuel type, amount or period covered). For example, although Argentina&rsquo;s <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.opc.gob.ar\/monitores-fiscales\/monitor-de-subsidios-a-la-energia-de-la-administracion-nacional\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">disclosure&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> on energy subsidies includes fossil fuels, the fuels are not clearly and comprehensively identified. comprehensive action to accelerate the phaseout<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Limited action at the domestic level highlights the urgent need to accelerate progress in phasing out fossil fuel subsidies. We assess that countries must do three things:&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Define &lsquo;inefficient&rsquo; fossil fuel subsidies<\/strong>. International cooperation can play a key role in removing <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.financeministersforclimate.org\/sites\/cape\/files\/inline-files\/CFMCA%20Policy%20Note_Fossil%20Fuel%20Subsidy%20Reform_Sept%202024_0.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">legal barriers&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> stemming from international treaties and addressing competitiveness concerns. However, countries must move beyond vague pledges and set an agreed definition. They can develop internal guidance, as Canada has, to identify relevant subsidies. An agreed framework should enable countries to set phaseout timelines tailored to their national circumstances. During its G7 Presidency in 2025, Canada should ensure a common definition is on the agenda and share its experience with its self-review framework.&nbsp;&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li><strong>Report transparently, consistently and regularly. <\/strong>Countries should regularly report the total amount spent on fossil fuel subsidies following guidance such as that of the UN SDGs. This reporting needs to be complemented by transparent and consistent fossil fuel subsidy inventories. EU member states sometimes disclose inventories in their <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/commission.europa.eu\/energy-climate-change-environment\/implementation-eu-countries\/energy-and-climate-governance-and-reporting\/national-energy-and-climate-plans_en\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">NECPs&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Domestic reporting mechanisms, such as subsidy catalogues (e.g. as in Italy), can enhance transparency by detailing the amount and rationale for subsidies as well as specific phaseout dates. National inventories <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unfccc.int\/event\/the-netherlands-coalition-on-phasing-out-of-fossil-fuel-incentives-including-subsidies-coffis\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">to be announced&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> during COP29 may also serve as best emerging practice depending on their coverage and consistency.&nbsp;&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li><strong>Provide targeted support in line with just transition principles. <\/strong>Although fossil fuel subsidies are economically inefficient, phaseouts can pose socioeconomic concerns too. To alleviate potential disproportionate impacts, countries can integrate <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/what-is-the-just-transition-and-what-does-it-mean-for-climate-action\/\" target=\"_blank\" rel=\"noreferrer noopener\">just transition<\/a> principles into fossil fuel subsidy phaseouts by establishing compensation measures for vulnerable communities and sectors. G20 countries have a major responsibility in closing <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2024\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">the global emissions gap&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, producing, as they do, 77% of these emissions.
