These mental and physical health benefits can reduce public sector medical costs. A <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/22682466\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">study&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> estimated that increased active travel in English and Welsh cities could save billions for the National Health Service.<\/p>\n\n\n\n<p>The policy measures that promote cycling can also carry important economic co-benefits. In the case of cycling, safety is considered one of the main barriers to further uptake, with disproportionate effects on marginalised groups. Children, women and ethnic minorities are especially discouraged by a <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/doi.org\/10.1016\/j.jth.2016.11.002\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">lack of safe cycling infrastructure&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. A systematic <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/01441647.2022.2113570\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">review&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of the barriers to cycling in OECD countries identified that the leading factor related to concerns with needing to use roads alongside motor vehicles.<\/p>\n\n\n\n<p>Thanks to the expansion of cycling infrastructure in recent years, 22% of Londoners now live within 200 metres of a cycle route. With <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/board.tfl.gov.uk\/documents\/s21482\/board-20231213-item08b-TiL%202023%20Overview%20Report.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">1.26 million journeys&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> cycled daily and casualty numbers declining, cycling in London is increasingly popular and safe. However, with more than <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/content.tfl.gov.uk\/casualties-in-greater-london-2022.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">1,000 injuries and seven deaths recorded &#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>in 2022, more needs to be done to make cycling safer still.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How can cycling be made safer in London?<\/strong><\/h2>\n\n\n\n<p>Local government has an important role to play in harnessing the benefits of active travel and addressing its safety and accessibility barriers. London has already made progress in this direction, not least to help achieve its 2030 net zero climate <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.london.gov.uk\/sites\/default\/files\/london_net_zero_2030_-_an_updated_pathway_-_gla_response_1.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">commitment&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. In 2018, Transport for London committed to &ldquo;Vision Zero&rdquo;, a target to eliminate all deaths and serious injuries on the capital&rsquo;s transport system by 2041. However, London is <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/content.tfl.gov.uk\/safety-health-and-environment-report-2023-acc.pdf%22\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">not currently on track&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to meet its Vision Zero target, with progress on cycling safety stalling over the past decade.<\/p>\n\n\n\n<p>Developing specialised urban infrastructure that protects cycle lanes using physical borders is one important solution. Kerb-separated cycle infrastructure and stepped tracks (a cycleway built higher than the carriageway but lower than the footway) have been found to <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/findingspress.org\/article\/18226-cycling-injury-risk-in-london-impacts-of-road-characteristics-and-infrastructure\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">reduce&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> the odds of injury for cyclists by 40% and 65% respectively compared with the absence of any infrastructure, whereas so-called &lsquo;advisory&rsquo; lanes, which vehicles are legally allowed to use, actually <em>increase <\/em>the chances of injury by 30%. In addition to reducing the odds of injury, connected, protected lanes across a city can improve wider cycle networks, and help <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S2214140516303978\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">increase the diversity&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of people who feel safe enough to cycle around their city, including for those who use bikes as <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/wheelsforwellbeing.org.uk\/our-campaigns\/campaigning\/guide\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">mobility aids&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Such measures can and often do go hand in hand with other initiatives that help cities mitigate and build resilience to climate change, such as shading and stormwater management.<\/p>\n\n\n\n<p>London must also address safety issues at its road junctions, which is where the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/lcc-dangerous-junctions.streamlit.app\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">majority&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of serious and fatal collisions occur. Transport for London has developed a <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/content.tfl.gov.uk\/safety-health-and-environment-report-2023-acc.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Safer Junctions programme&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to redesign these locations and has already successfully improved several junctions, but much work remains to be done.<\/p>\n\n\n\n<p>Improving active travel infrastructure will also involve some &lsquo;sticks&rsquo; as well as carrots, including stricter lorry <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/lcc.org.uk\/campaigns\/end-lorry-danger\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">vision standards&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and measures explicitly designed to discourage motorised traffic, such as low traffic neighbourhoods (LTNs). Despite having recently been dragged into the &lsquo;culture war&rsquo;, studies have consistently shown that LTNs are <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.theguardian.com\/uk-news\/2024\/mar\/08\/low-traffic-neighbourhoods-generally-popular-report-ordered-by-sunak-finds\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">popular&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> interventions that <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/doi.org\/10.32866\/001c.75470\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">reduce driving&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and encourage cycling and walking, generating significant <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2214140524000173#fig1\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">economic benefits&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> related to improving people&rsquo;s health.<\/p>\n\n\n\n<p>Any policies to improve cycling and walking infrastructure need to be developed without negatively impacting those that rely on public buses, particularly disabled people. Ultimately, local transport policy and infrastructure should prioritise public transport users alongside active travellers, as the two most physically vulnerable groups of urban transport users, taking the most environmentally friendly modes of travel.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Call to action: an open letter to the mayoral candidates<\/strong><\/h2>\n\n\n\n<p>London&rsquo;s universities have recently experienced the human cost of London&rsquo;s unsafe streets. In 2023, two female staff members of the London School of Economics and Political Science died while cycling in or near London. One of these colleagues was killed on her bike by a <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.standard.co.uk\/news\/crime\/gao-gao-cyclist-hit-and-run-hackney-london-trial-sentencing-b1133890.html\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">speeding driver&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> only a few streets away from where a <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.standard.co.uk\/news\/london\/hackney-cyclist-three-killed-protest-ride-tfl-town-hall-b1114393.html\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">postgraduate student&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> at the London College of Contemporary Music had been killed also while cycling mere days before. In recent years, many other universities in the city have lost staff or students to collisions while cycling.<\/p>\n\n\n\n<p>These deaths have been devastating for many of us. At LSE, not only have we lost two wonderful colleagues but we know they were killed doing what many of us do on a daily basis &ndash; cycling in London. We do this at least in part because as professionals working on climate change, we believe it is important to practise what we preach and live in ways that do not harm the planet further.<\/p>\n\n\n\n<p>We have addressed a cross-university <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/cross-university-letter-to-london-mayoral-candidates-on-cycling-safety\/\" target=\"_blank\" rel=\"noreferrer noopener\">open letter<\/a> to London&rsquo;s mayoral candidates, asking them to pledge to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>put a stop to cyclist and pedestrian deaths caused by motor vehicles in London by 2028, the end of the upcoming mayoral term; and<\/li>\n\n\n\n<li>bring forward the deadline from 2041 to 2032 for London&rsquo;s Vision Zero.<\/li>\n<\/ul>\n\n\n\n<p>The letter has been signed by the senior leadership of several London universities, by heads of academic departments, staff and student unions, and by hundreds of individuals that study and work at the city&rsquo;s universities, including some of the world&rsquo;s leading public health and urban design experts.
