But this is a moment where we might reasonably hope for new announcements on net zero specifically &ndash; including on the <a class=\"link link--external\" href=\"https:\/\/www.politico.eu\/article\/uk-jeremy-hunt-response-to-joe-biden-ira-us-protectionism\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">UK&rsquo;s response&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to President Biden&rsquo;s Inflation Reduction Act (IRA). New commitments focused on delivering net zero would help to restore the <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/uk-climate-leadership-left-in-tatters-by-prime-ministers-speech\/\">UK&rsquo;s credibility<\/a> on the world stage ahead of COP28 following the recent <a class=\"link link--external\" href=\"https:\/\/blogs.lse.ac.uk\/politicsandpolicy\/more-steps-in-the-wrong-direction-on-net-zero-at-precisely-the-wrong-time\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">watering down&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of commitments regarding decarbonising cars and homes, and the phasing down of oil and gas. How could Chancellor Jeremy Hunt build on the measures he has announced in recent days to deliver on the UK&rsquo;s pursuit of sustainable growth?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Improving the investment ecosystem<\/h2>\n\n\n\n<p>Evidence suggests that a range of general features of the <a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/beyond-boosterism\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">UK&rsquo;s&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> <a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/beyond-boosterism\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">business investment ecosystem&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> can be improved, and a set of reforms &ndash; implemented together &ndash; could increase the UK&rsquo;s investment rate (which has lagged behind its main comparators for some time). A priority for the Autumn Statement should be to make permanent the (currently temporary) full expensing of business plant and machinery for tax purposes, as this would have the effect of increasing the capital stock as opposed to merely bringing investment forwards. A more ambitious approach would extend full expensing to other types of capital investment, paying for this by limiting the tax deductibility of interest (which would also have the benefit of reducing the <a class=\"link link--external\" href=\"https:\/\/ifs.org.uk\/publications\/full-expensing-and-corporation-tax-base\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">bias towards debt finance&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>).<\/p>\n\n\n\n<p>As Hunt emphasised in his <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/speeches\/chancellor-jeremy-hunts-mansion-house-speech\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Mansion House speech&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, pensions offer a plausible route to increased investment in UK productive assets &ndash; as well as more <a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/beyond-boosterism\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">engaged ownership&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of the UK&rsquo;s larger firms which might discipline management to focus on investment for long-term value creation. There is a strong case for creating a new <a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/finance-for-the-future\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">UK Growth Fund&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, managed by the British Business Bank or UK Infrastructure Bank and overseen by HM Treasury, to attract long-term capital from major institutional investors into key growth sectors. Given fiscal pressures, it is appropriate that the Government looks to leverage private sector co-investment to meet the long-term goal of sustainable growth.<\/p>\n\n\n\n<p>These reforms, as well as others &ndash; in particular reforms to address the UK&rsquo;s significant planning barriers &ndash; would not only stimulate investment in general, but would be likely to benefit net zero investments too, which are particularly capital intensive. The National Infrastructure Commission has <a class=\"link link--external\" href=\"https:\/\/nic.org.uk\/app\/uploads\/Final-NIA-2-Full-Document.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">estimated&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that in order to deliver net zero, the UK will need additional private sector investment of &pound;20 to &pound;35 billion per year from 2025 to 2050 in technologies such as renewables, electricity networks, hydrogen and carbon capture and storage.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Incentivising low carbon investment<\/h2>\n\n\n\n<p>Given the range of <a class=\"link link--external\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0048733321000949\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">market failures, path dependencies and coordination challenges&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> associated with net zero investments, additional, more targeted policies are needed. These would not only encourage the investment needed for the UK to meet its own challenging targets, but also maximise the nation&rsquo;s chances of accessing growth opportunities during the transition. In particular, as the net zero transition picks up pace globally, the UK can leverage its&nbsp;<a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/growing-clean\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">technological strengths&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;in key areas like carbon capture usage and storage (CCUS), offshore wind and tidal stream energy, as well as in relevant services (e.g. green finance) as part of a broader growth strategy.<\/p>\n\n\n\n<p>But with many other advanced economies looking to build capabilities and market share in these same areas &ndash; in particular the US with the IRA and the EU with its Green New Deal &ndash; the UK has a narrowing window to attract investment to expand supply chains domestically and maintain its competitive edge. For example, countries around the world are working to bring new CCUS facilities online, with the US &ndash; which <a class=\"link link--external\" href=\"https:\/\/www.heirloomcarbon.com\/news\/heirloom-unveils-americas-first-commercial-direct-air-capture-facility\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">opened&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> its first commercial direct air capture plant in recent weeks &ndash; seeing especially significant momentum since the IRA. Meanwhile, the final investment decisions for UK&rsquo;s <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/cluster-sequencing-phase-2-eligible-projects-power-ccus-hydrogen-and-icc\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">first set of&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> CCUS projects are not expected to be reached for almost another year. &nbsp;&nbsp;<\/p>\n\n\n\n<p>Recent announcements are encouraging. <a href=\"https:\/\/www.gov.uk\/government\/news\/boost-for-offshore-wind-as-government-raises-maximum-prices-in-renewable-energy-auction\">Changes to<u> the Contracts for Differences<\/u><\/a> (CfDs) &ndash; the UK&rsquo;s flagship mechanism to support low-carbon energy projects &ndash; include an increase to the maximum strike prices to improve the economic viability of projects, as well as a proposal to introduce &lsquo;Sustainable Industry Rewards&rsquo; to the auction process from 2025. Such rewards will offer enhanced revenue support to projects if they reduce emissions from their supply chains, or if they improve social benefits (e.g. through investment in local communities and skills). This could be the beginning of an IRA-style conditionality approach in UK policy to ensure investments underpinned by public sector support deliver not only economic but also wider environmental and social benefits. But the Autumn Statement is an opportunity to correct broader incentives that favour high-carbon investment and activities in the economy. Fuel duty provides an <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/neglect-of-duty-why-cutting-fuel-duty-is-incompatible-with-a-net-zero-uk\/\">implicit disincentive<\/a> to fossil fuels in motoring but has been <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/why-the-uk-government-has-frozen-fuel-duty-again\/\">frozen since 2011<\/a>. Its ability to raise revenue will <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/net-zero-review-final-report\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">erode further&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> as the UK continues to transition to electric vehicles (EVs), leaving the Government with the task of finding a viable, long-term replacement to fill the looming fiscal hole. Indeed, the Climate Change Committee <a class=\"link link--external\" href=\"https:\/\/www.theccc.org.uk\/publication\/sixth-carbon-budget\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">estimated that&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> the switch to EVs would put around &pound;35 billion of current annual Government tax receipts at risk, the majority coming from fuel duty. <a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/where-the-rubber-hits-the-road\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Road pricing&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> could offer the <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/the-future-of-uk-carbon-policy-how-could-the-uk-emissions-trading-scheme-evolve-to-help-achieve-net-zero\/\">much-needed replacement<\/a> to fuel duty, internalising carbon emissions alongside a range of other negative externalities (including air pollution and congestion) within the cost of driving.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Short-term politics vs long-term economics<\/h2>\n\n\n\n<p>With an election looming, political pressures shaping fiscal policy and broader Government announcements are particularly intense. But given the tight and uncertain fiscal outlook, the need for reforms that can boost the UK&rsquo;s long-term growth potential in a sustainable way is as urgent as ever. Policy stability on key areas that determine business investment &ndash; in general and towards net zero &ndash; will help, and the establishment of a new independent growth and productivity institution (e.g. a <a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/beyond-boosterism\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">National Growth Board&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>) would facilitate long-term decision-making in light of short-term political pressures. More detailed proposals on what this institution might look like will be launched during <a class=\"link link--external\" href=\"http:\/\/www.productivityweek.co.uk\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">National Productivity Week&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.
