Esin Serin argues that the Government&rsquo;s approach needs an urgent rethink if the UK is to remain on track to meet its net zero targets.&nbsp;<\/p>\n\n\n\n<p>Carbon capture, usage and storage (CCUS) has been deemed by climate change experts a &ldquo;<a class=\"link link--external\" href=\"https:\/\/www.theccc.org.uk\/publication\/net-zero-the-uks-contribution-to-stopping-global-warming\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">necessity not an option&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&rdquo; for the UK to deliver net zero emissions. But the Government announcing its support for two new CCUS clusters (shared infrastructure to transport and store carbon from multiple emitters) at the same time as its decision to grant hundreds of new oil and gas licenses has <a class=\"link link--external\" href=\"https:\/\/www.theguardian.com\/commentisfree\/2023\/aug\/02\/rishi-sunak-scotland-north-sea-drilling-carbon-capture-we-reject-both\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">fuelled concerns&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that the technology is being used as an excuse for the country to drill more oil and gas. The newly appointed Secretary of State for Energy Security and Net Zero Claire Coutinho has an urgent task to allay these concerns and reinstate CCUS as part of a genuine emissions reduction strategy for the UK.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">CCUS is a necessary part of the UK&rsquo;s transition to net zero<\/h2>\n\n\n\n<p>CCUS can <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/what-is-carbon-capture-and-storage-and-what-role-can-it-play-in-tackling-climate-change\/\">enable emissions reductions<\/a> across industrial processes, electricity generation and hydrogen production. CCUS provides the only deep decarbonisation option available in parts of industry where the majority of emissions result from the process of chemical transformation (such as in cement production) as opposed to the burning of fossil fuels. In the electricity sector, CCUS can be used in conjunction with a small number of gas-fired power stations to help deal with the variability of output from renewables if other mechanisms, such as electricity storage or demand management, are not feasible at the scale needed. CCUS can also be used to produce &lsquo;blue hydrogen&rsquo;, which can substitute for fossil fuels in some industrial processes or other hard-to-abate activities, such as heavy goods transport.<\/p>\n\n\n\n<p>Crucially, CCUS can also be used with bioenergy or direct air capture to remove existing carbon dioxide (CO<sub>2<\/sub>) from the atmosphere to generate <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/negative-emissions-under-a-net-zero-target-navigating-the-controversies-and-pitfalls\/\">negative emissions<\/a>. This will be necessary to compensate for <a class=\"link link--external\" href=\"https:\/\/www.swp-berlin.org\/10.18449\/2023C29\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">residual emissions&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in sectors where it has not been possible to eradicate all emissions.<\/p>\n\n\n\n<p>Overall, the <a class=\"link link--external\" href=\"https:\/\/www.theccc.org.uk\/publication\/sixth-carbon-budget\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">evidence is clear&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that the UK has a minimal chance of reaching net zero by 2050 without employing CCUS. Developing a strong domestic CCUS industry is also set to open up important <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/seizing-sustainable-growth-opportunities-from-carbon-capture-usage-and-storage-in-the-uk\/\">economic opportunities<\/a> for the UK from a growing export market. The Government&rsquo;s support for <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/cluster-sequencing-for-carbon-capture-usage-and-storage-ccus-track-2\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">two new CCUS clusters&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in itself is thus welcome.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">CCUS should be part of (not an excuse to delay) an overarching push for clean technologies<\/h2>\n\n\n\n<p>Nevertheless, there remain significant challenges to the widespread use of CCUS. For instance, there is much still to be understood about the feasibility of long-term geological storage of CO<sub>2 <\/sub>&ndash; a critical part of the CCUS process. This is demonstrated in reports from the <a class=\"link link--external\" href=\"https:\/\/www.offshore-technology.com\/news\/worlds-largest-carbon-capture-plant-running-at-a-third-of-its-planned-capacity\/?cf-view\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Gorgon Project&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in Australia (where problems like sand contamination are obstructing CO<sub>2<\/sub> injection) and the <a class=\"link link--external\" href=\"https:\/\/ieefa.org\/resources\/norways-sleipner-and-snohvit-ccs-industry-models-or-cautionary-tales\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Sleipner Project&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in Norway (where stored CO<sub>2<\/sub> has shown unexpected behaviour in the subsurface).<\/p>\n\n\n\n<p>In addition, it has been argued that investments in the development of CCUS could divert funding away from other clean technologies or create a form of moral hazard by reducing the pressure to cut emissions if they can be compensated by negative emissions.<\/p>\n\n\n\n<p>It is against this backdrop that the Government&rsquo;s <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/news\/hundreds-of-new-north-sea-oil-and-gas-licences-to-boost-british-energy-independence-and-grow-the-economy-31-july-2023\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">decision to grant&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> hundreds of new oil and gas drilling licenses, announced simultaneously with its support for two new CCUS clusters, has raised concerns. The former is seen as a sign that the Government intends to slow down the domestic transition away from natural gas towards cleaner sources of energy. New development in the North Sea risks contributing to a further <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/uk-researchers-urge-pm-to-end-new-oil-gas-development\/\">oversupply of fossil fuels<\/a> globally and would <a class=\"link link--external\" href=\"https:\/\/carbontracker.org\/why-drilling-for-more-fossil-fuels-wont-bring-uk-energy-security-or-cut-prices\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">not help&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> the UK&rsquo;s energy security in any significant way either.<\/p>\n\n\n\n<p>CCUS should be developed alongside an urgent push for other clean technologies &ndash; not as an excuse to delay it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Government risks under-delivery where there is an undeniable need for CCUS<\/h2>\n\n\n\n<p>CCUS should be scaled up urgently where realistic alternatives do not yet exist, or where using CCUS over other clean alternatives would bring clear cost-efficiency benefits, while proactively managing the risk of the UK being locked into the avoidable use of natural gas as a result of CCUS development. But the Government&rsquo;s sector-level delivery plans currently fall short of the mark.<\/p>\n\n\n\n<p>Cement production is one area where there is an undeniable need for CCUS as the <a class=\"link link--external\" href=\"https:\/\/www.iea.org\/reports\/ccus-in-clean-energy-transitions\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">only deep decarbonisation option&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> currently available, but also where Government policy to drive the development of the technology is severely lacking. UK CCUS policy so far has focused primarily on industrial clusters, but the <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/industrial-decarbonisation-strategy\/industrial-decarbonisation-strategy-accessible-webpage\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">majority of emissions&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> from UK cement arise from production facilities in dispersed sites located outside of these industrial clusters. The Government currently <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/review-of-net-zero\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">lacks a formal strategy&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to enable CCUS in dispersed sites and has <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/independent-review-of-net-zero-government-response\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">shied away&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> from committing to the recommendation of the Independent Review of Net Zero to develop one by 2024.<\/p>\n\n\n\n<p><em>How <\/em>CCUS-basedCO<sub>2<\/sub> removal can be developed without disincentivising urgent emissions reductions is a complex question that warrants its own dedicated discussion (see <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/negative-emissions-under-a-net-zero-target-navigating-the-controversies-and-pitfalls\/\">this commentary<\/a> for one). In any case, the need for the UK&rsquo;s first CCUS-based removal projects to be up and running in the 2020s is clear from both the <a class=\"link link--external\" href=\"https:\/\/www.theccc.org.uk\/publication\/sixth-carbon-budget\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">advice of the UK&rsquo;s Climate Change Committee&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (CCC) and the <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/powering-up-britain\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Government&rsquo;s own ambition&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> for at least 5 million tonnes of CO<sub>2<\/sub> (MtCO<sub>2<\/sub>) removal through CCUS-based techniques annually by 2030. In this context, it is highly worrying that <a href=\"https:\/\/www.gov.uk\/government\/publications\/cluster-sequencing-phase-2-eligible-projects-power-ccus-hydrogen-and-icc\/cluster-sequencing-phase-2-track-1-project-negotiation-list-march-2023\">no CO<sub>2<\/sub> removals project<\/a> has yet been progressed to negotiations for Government support under the cluster sequencing programme.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">&hellip; and over-delivery where CCUS threatens the development of alternatives<\/h2>\n\n\n\n<p>There are a number of ways to <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/how-important-is-hydrogen-to-climate-action-and-what-are-countries-doing-about-it\/\">produce hydrogen<\/a> in a low-carbon way. Developing blue hydrogen (derived from natural gas with resulting emissions captured by CCUS) alongside green hydrogen (produced through electrolysis powered by renewables) while the latter comes down in price is justified as a way to <a class=\"link link--external\" href=\"https:\/\/www.theccc.org.uk\/publication\/sixth-carbon-budget\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">kickstart the hydrogen market&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> cost-effectively. However, demand for hydrogen in the UK&rsquo;s transition to net zero is highly uncertain &ndash; and so is how much of this demand will need to be met from CCUS-based production, given electrolyser costs could fall faster than currently anticipated (<a class=\"link link--external\" href=\"https:\/\/www.ox.ac.uk\/news\/2022-09-14-decarbonising-energy-system-2050-could-save-trillions-oxford-study\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">as happened&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> for many green technologies in the past, such as solar photovoltaics).<\/p>\n\n\n\n<p>Developing too much CCUS-based hydrogen production capacity too soon could lock the UK into the avoidable consumption of gas and delay the transition to green hydrogen. It therefore seems perverse that the Government has <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/cluster-sequencing-phase-2-eligible-projects-power-ccus-hydrogen-and-icc\/cluster-sequencing-phase-2-track-1-project-negotiation-list-march-2023\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">progressed two CCUS projects&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> for hydrogen production (bpH2Teesside and HyNet Hydrogen Production Plant) to negotiations for support that have a combined annual capture capacity (<a href=\"https:\/\/www.iea.org\/data-and-statistics\/data-product\/ccus-projects-database\">2.81 MtCO<sub>2<\/sub><\/a>) that already exceeds what the <a class=\"link link--external\" href=\"https:\/\/www.theccc.org.uk\/publication\/sixth-carbon-budget\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">CCC&rsquo;s balanced pathway&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> assumes for the sector annually by 2030 (1.64 MtCO<sub>2<\/sub>). In total, there are <a class=\"link link--external\" href=\"https:\/\/www.iea.org\/data-and-statistics\/data-product\/ccus-projects-database\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">11 capture projects&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> for hydrogen production currently planned in the UK, four of which were already <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/cluster-sequencing-phase-2-eligible-projects-power-ccus-hydrogen-and-icc\/cluster-sequencing-phase-2-shortlisted-projects-power-ccus-hydrogen-and-icc-august-2022\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">shortlisted&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to be considered for Government support (including two already invited for negotiations). Progressing even just the shortlisted projects within this decade would risk making the sector extremely vulnerable to locking in reliance on gas.<\/p>\n\n\n\n<p>The <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/publications\/cluster-sequencing-phase-2-eligible-projects-power-ccus-hydrogen-and-icc\/cluster-sequencing-phase-2-shortlisted-projects-power-ccus-hydrogen-and-icc-august-2022\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">three CCUS projects&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> for the power sector shortlisted for Government support so far make up <a class=\"link link--external\" href=\"https:\/\/www.iea.org\/data-and-statistics\/data-product\/ccus-projects-database\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">about a third&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of the annual capture capacity that the CCC&rsquo;s balanced pathway sees the sector reaching by 2030 (<a href=\"https:\/\/www.theccc.org.uk\/publication\/sixth-carbon-budget\/\">12.43 MtCO<sub>2<\/sub><\/a>). While this is far from the risk of over-delivery apparent in the hydrogen sector, CCUS could still crowd out investment in renewable alternatives in the power sector if developed negligently.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">CCUS policy needs a course correction for the UK to remain on track to net zero<\/h2>\n\n\n\n<p>The Government&rsquo;s current plans risk under-delivery of CCUS where the technology is an indisputable necessity and over-delivery where developing too much CCUS would lock the UK into avoidable consumption of gas for a longer time.
