The social structures and cultural norms upholding gender inequality limit women&rsquo;s abilities to adapt to climate change and participate in the green transformation. Yet despite growing acknowledgement of the gendered impacts of climate change, efforts to mainstream gender within climate research and policy <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/oxfordre.com\/naturalhazardscience\/display\/10.1093\/acrefore\/9780199389407.001.0001\/acrefore-9780199389407-e-382;jsessionid=426EBE801A8FD2EE946CACD147DF38A0\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">have been slow&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n\n\n\n<p>For the net zero transition to be truly just and inclusive, more effort is needed to translate discussions and commitments on gender equality into concrete action and ensure that women are not left behind in the fight against climate change.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Gender in climate policy debates since 1995<\/h2>\n\n\n\n<p>The link between gender and climate change was first recognised on the international stage by the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.unwomen.org\/sites\/default\/files\/Headquarters\/Attachments\/Sections\/CSW\/PFA_E_Final_WEB.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Beijing Declaration and Platform for Action&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in 1995, which flagged women and the environment as one of 12 critical areas of concern for greater gender equality. However, the topic of gender remained absent from the agendas of early UN climate change conferences (&lsquo;COPs&rsquo;) <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unfccc.int\/files\/bodies\/election_and_membership\/application\/pdf\/decision_36_cp7.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">until COP7&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in 2001. It was not until COP20 in 2014 that a specific work programme to achieve gender-responsive climate policy and action (<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unfccc.int\/topics\/gender\/workstreams\/the-enhanced-lima-work-programme-on-gender\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">the Lima work programme [LWPG] on gender&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>) was established.<\/p>\n\n\n\n<p>Since then, progress has been made to integrate gender equality into international agreements on climate change. The <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unfccc.int\/sites\/default\/files\/english_paris_agreement.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Paris Agreement&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> recognised gender equality as a guiding principle for effective action in 2015, and in 2020, Parties to the UN Framework Convention on Climate Change (UNFCCC) <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/cp2019_13a01E.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">agreed&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> on a five-year enhanced LWPG and a Gender Action Plan (GAP).<\/p>\n\n\n\n<p>While significant mentions of gender can be found in 90% of the Nationally Determined Contributions (NDCs) submitted by countries to the UNFCCC to outline their progress towards climate goals, they appear in <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/cp2022_06E.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">less than 20%&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of their long-term low-emissions development strategies. This demonstrates that most countries still do not recognise gender equality as a <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/production-new-commonwealth-files.s3.eu-west-2.amazonaws.com\/migrated\/inline\/Gender%20Integration%20for%20Climate%20Action%20-%20A%20Review%20of%20Commonwealth%20Member%20NDCs.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">central element of climate action&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The consequences of inaction on gender and climate<\/h2>\n\n\n\n<p>Systematic failure to embed gender-sensitive approaches into climate adaptation leaves women more vulnerable and <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/impact.economist.com\/sustainability\/social-sustainability\/gender-inequality-and-climate-change-are-not-separate-challenges\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">disproportionately impacted by climate change&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> compared with men. Improving the availability of <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.oecd-ilibrary.org\/sites\/129a4345-en\/index.html?itemId=\/content\/component\/129a4345-en#section-d1e3139\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">gender-based data&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> would help policymakers formulate climate policies that better respond to women&rsquo;s specific needs and constraints.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Addressing structural barriers to gender-sensitive climate action<\/strong><\/h2>\n\n\n\n<p>Below are four specific ways in which countries and organisations can tackle the structural barriers that impede action on and prolong the existence of gender inequality.<\/p>\n\n\n\n<p><strong>i) Reducing green job inequalities through reforms in educational and organisational culture<\/strong>. <\/p>\n\n\n\n<p>Women are underrepresented in <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.unicef.org\/globalinsight\/stories\/mapping-gender-equality-stem-school-work\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">STEM fields&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> [science, technology, engineering and maths] (<a class=\"link link--external\" rel=\"noopener\" href=\"http:\/\/uis.unesco.org\/en\/topic\/women-science\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">less than 30%&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of the world&rsquo;s scientific researchers are women), in <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.omfif.org\/gbi2023\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">the finance sector&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, and in key sectors where major green reskilling efforts will take place as a result of the net zero transition (<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.catalyst.org\/research\/women-in-energy-gas-mining-oil\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">only 22%&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.ilo.org\/inform\/online-information-resources\/research-guides\/economic-and-social-sectors\/energy-mining\/oil-gas-production\/lang--en\/index.htm\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">6 million reskilled workers&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in oil and gas will be women). More women in parliament has been <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0176268017304500\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">correlated with better climate polices&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, and in private organisations, gender parity <a class=\"link link--external\" rel=\"noopener\" href=\"http:\/\/dx.doi.org\/10.1093\/acrefore\/9780190224851.013.61\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">improves productivity and performance&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Nominating women and ensuring their meaningful participation at all levels of climate action is essential to ensure that their specific needs and contributions are reflected in policy.<\/p>\n\n\n\n<p><strong>iv) Distributing workloads and the role of men&rsquo;s allyship.<\/strong> <\/p>\n\n\n\n<p>It is important to reformulate the current gendered roles that place the burden of climate action on women in addition to the demands of reproductive, domestic and other invisible labour, plus paid employment. To give women more time and energy to participate in climate action, it is important to reduce women&rsquo;s workloads through gender-equal redistribution, and for men to work proactively alongside them to address these critical issues that affect us all. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Next steps<\/h2>\n\n\n\n<p>It is common for policies not to consider gender, and when gender equality is included, it often appears diluted or as a bureaucratic obligation rather than a genuine commitment. As a result, even when guidelines for gender mainstreaming are in place, <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/link.springer.com\/article\/10.1007\/s10584-019-02447-0\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">policies still fail&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to sufficiently integrate and allocate human and financial resources for activities that support gender equality. In the run-up to COP28 this autumn, countries should recognise the interlinkages between climate action, development and gender equality goals.
