Esin Serin and Anna Valero ask: to what extent has the Spring Budget taken us in the right direction?<\/p>\n\n\n\n<p>In the run up to the Spring Budget, many had been expecting a budget for <a class=\"link link--external\" href=\"https:\/\/ifs.org.uk\/articles\/last-we-are-back-normal-budget-dont-expect-many-treats\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">more &ldquo;normal&rdquo; times&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (at least compared to last Autumn) with some optimism around the fiscal headroom which would allow the Chancellor to be more generous in certain areas. Many such areas were pre-announced, and welcome &ndash; from more free childcare allowing women to stay in work when they wish to do so, to high-tech Investment Zones with the potential for generating regional growth, and support for nuclear and carbon capture usage and storage (CCUS) &ndash; both of which are important for the UK&rsquo;s journey to net zero.<\/p>\n\n\n\n<p>The Chancellor made clear that this budget was about growth, and began with some very upbeat messaging about the UK&rsquo;s economic performance. But the reality is that we have become a <a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/stagnation-nation\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">&ldquo;Stagnation Nation&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&rdquo;, in urgent need of a new economic strategy in times that are far from normal.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Investment for growth<\/h2>\n\n\n\n<p><a>A <\/a><a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/business-time\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">key determinant&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of the UK&rsquo;s underperformance on productivity has been weak business investment. As a share of GDP, this has been weaker (at under 10 per cent) than in our main comparator countries France, Germany and the US (where it is over 12 per cent on average), and has suffered in particular <a class=\"link link--external\" href=\"https:\/\/www.ft.com\/content\/270cb4f7-31eb-4dac-bd36-2250f49de057\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">since the Brexit vote&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n\n\n\n<p>The corporate tax environment matters for investment decisions, and the announced full expensing of capital expenditure for three years &ndash; in light of the increase in the main rate of corporate tax and end of the super deduction this April &ndash; is likely to boost investment relative to the counterfactual. The <a class=\"link link--external\" href=\"https:\/\/obr.uk\/docs\/dlm_uploads\/OBR-EFO-March-2023_Web_Accessible.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">OBR expects business investment to be around 3 per cent higher&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> while the scheme is in place, but it makes clear that such a scheme would need to be permanent in order to do more than simply bring forward investment from later years. Clearly more of a boost is needed if we are to increase our investment rate to match other advanced economies. A&nbsp;<a class=\"link link--external\" href=\"https:\/\/ifs.org.uk\/articles\/if-we-cant-have-lower-corporate-taxes-can-they-least-be-stable\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">more stable and less distortionary corporate tax system&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;would help to move&nbsp;the UK onto a higher investment, higher growth path.&nbsp;<\/p>\n\n\n\n<p>Investing in innovation is key for a knowledge economy like the UK, and even with <a class=\"link link--external\" href=\"https:\/\/twitter.com\/JoshMartin_econ\/status\/1598351516443840516\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">recent ONS restatements&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, the UK still lags behind some of its main comparators when comparing R&amp;D as a share of GDP. The Autumn Statement saw a rebalancing of support in the R&amp;D tax credit scheme towards larger firms, which created <a class=\"link link--external\" href=\"https:\/\/www.researchprofessionalnews.com\/rr-news-uk-views-of-the-uk-2022-11-autumn-statement-delivered-reassurance-but-not-vision\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">risks for innovative smaller businesses&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and the broader spillovers that tend to flow from their activities. In response, enhanced support for loss-making, R&amp;D intensive smaller firms was provided in the current budget. While this is a positive for some in the current context (R&amp;D in smaller, credit-constrained firms tends to <a class=\"link link--external\" href=\"https:\/\/www.jstor.org\/stable\/23251210\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">suffer in a downturn&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>), it won&rsquo;t help innovative firms that either <a class=\"link link--external\" href=\"https:\/\/www.ft.com\/content\/c20db112-74d6-45b1-8e1c-65475240d075\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">don&rsquo;t meet the threshold&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (40 per cent of their costs on R&amp;D) or those that are making a profit. The Government has been consulting on simplifying R&amp;D tax incentives, but these frequent piecemeal changes <a class=\"link link--external\" href=\"https:\/\/news.bloombergtax.com\/daily-tax-report-international\/changes-in-the-uks-r-d-tax-relief-and-the-impact-for-business\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">add complexity and undermine confidence&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> for companies accessing the scheme.<\/p>\n\n\n\n<p>Addressing largescale <a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/wp-content\/uploads\/2022\/06\/Bridging-the-gap.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">disparities in investment&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> will be needed for both levelling up and improving aggregate growth for the UK. The previously announced refocusing of Investment Zones around universities or research institutes, combined with various measures to increase local powers for regional development, are promising. Indeed, universities have <a class=\"link link--external\" href=\"https:\/\/oecdcogito.blog\/2022\/05\/17\/university-challenge-bridging-the-local-and-the-global\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">great potential to contribute to regional growth&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, particularly when their specialisms are close to local industry, but it will be important to avoid <a class=\"link link--external\" href=\"https:\/\/whatworksgrowth.org\/insights\/investment-zones-deadweight-and-displacement\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">deadweight and displacement&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that tend to accompany area-based tax incentives. And we shouldn&rsquo;t overlook the barriers to growth faced by our already strong clusters within the so-called &ldquo;Golden Triangle&rdquo; &ndash; which not only generate local growth but also <a class=\"link link--external\" href=\"https:\/\/economy2030.resolutionfoundation.org\/reports\/growing-clean\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">innovation spillovers&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to the rest of the country (particularly in the case of clean tech, as shown in Figure 1 below).<\/p>\n\n\n\n<p><strong>Figure 1. Overcoming grid constraints and restoring investor confidence (especially for <a class=\"link link--external\" href=\"https:\/\/www.theguardian.com\/environment\/2023\/feb\/28\/fears-grow-government-will-renege-on-lifting-onshore-windfarm-ban-in-england\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">onshore wind&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/why-the-uk-should-be-embracing-innovations-in-solar-power-generation-on-rural-land\/\">solar<\/a>) should be a priority.<\/p>\n\n\n\n<p>As other countries are demonstrating, there is potential to do more in the tax system to provide enhanced incentives for net zero-aligned investments in fixed capital assets or R&amp;D. And there is scope for better designing levies on electricity generators to incentivise investment; the Electricity Generator Levy acts as a windfall tax on renewable companies but without offering the kind of investment allowances available under the Energy Profits Levy serving the equivalent function in the oil and gas sector. While taxing <em>excess<\/em> profits is sensible in both sectors, the current approach creates a perverse signal that <a class=\"link link--external\" href=\"https:\/\/www.reuters.com\/world\/uk\/britains-tax-take-risks-blowing-green-energy-off-target-2023-03-13\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">may hurt investment&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in renewable generation.<\/p>\n\n\n\n<p>Turning to households, the extension of the Energy Price Guarantee for an additional three months was both welcome and inevitable, but energy prices remain volatile and the Government must step up efforts to decarbonise homes, improving resilience and affordability in the future and meeting net zero commitments at the same time. The budget announced government plans to refresh the Control for Low Carbon Levies which would be positive for home decarbonisation if it means progress on <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1032119\/heat-buildings-strategy.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">rebalancing electricity and gas&#65279; prices&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.
