In May, the International Energy Agency launched a <a class=\"link link--external\" href=\"https:\/\/www.iea.org\/news\/pathway-to-critical-and-formidable-goal-of-net-zero-emissions-by-2050-is-narrow-but-brings-huge-benefits\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">landmark report&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> setting out a &ldquo;comprehensive energy roadmap&rdquo; to achieving net-zero emissions by 2050, which included &ldquo;no investment in new fossil fuel supply projects&rdquo; as one of its key milestones. Last month, a <a class=\"link link--external\" href=\"https:\/\/www.nature.com\/articles\/s41586-021-03821-8\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">paper&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> published in <em>Nature<\/em> sought to quantify the &ldquo;unextractable fossil fuels&rdquo; that need to be &ldquo;left in the ground&rdquo; to limit warming to 1.5&deg;C, as set out in the Paris Agreement. &nbsp;<\/p>\n\n\n\n<p>Significant attention was given to the future of fossil fuels, particularly coal, at the G7 summit in Cornwall in June, which resulted in <a class=\"link link--external\" href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;cad=rja&amp;uact=8&amp;ved=2ahUKEwjTiKjgtJ_zAhWaFMAKHdKkDPYQFnoECAUQAQ&amp;url=https%3A%2F%2Fwww.edie.net%2Fnews%2F11%2FG7-final-communique--Nations-promise-coal-phase-out-and--100bn-climate-finance%2F&amp;usg=AOvVaw2Tco8vE0DGpOBMkUlIMbXw\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">announcements&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> on the phase-out of international financing for coal power. In this commentary, we take a closer look at another of the measures that is becoming increasingly widely discussed: national and international regulatory efforts to curb fossil fuel supply.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A growing emphasis on fossil fuel supply-side measures<\/h2>\n\n\n\n<p>Climate policy at the national level has <a class=\"link link--external\" href=\"https:\/\/link.springer.com\/article\/10.1007\/s10584-018-2266-3\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">historically focused&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> on demand-side measures to curb greenhouse gases emissions, an emphasis that is also reflected in the wording of the Paris Agreement. While this has led to major gains in some economies, it has arguably failed to disincentivise the continuing production of fossil fuels, particularly for countries with significant fossil fuel exports.<\/p>\n\n\n\n<p>However, some countries are getting ready to adopt a range of limitations to the production of fossil fuels. A quick survey of developments at the international level shows the remarkable growth in efforts in this area: November will see the launch of the <a class=\"link link--external\" href=\"https:\/\/www.unep.org\/news-and-stories\/press-release\/ministers-mayors-ceos-announce-huge-push-clean-and-efficient-energy\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Beyond Oil and Gas Alliance (BOGA)&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, backed by Denmark and Costa Rica, which aims to agree on a date to phase out the domestic production of oil and gas; existing multilateral initiatives, such as the <a class=\"link link--external\" href=\"https:\/\/www.poweringpastcoal.org\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Powering Past Coal Alliance&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (PPCA), have gained <a class=\"link link--external\" href=\"https:\/\/www.poweringpastcoal.org\/news\/press-release\/spain-heads-list-of-new-powering-past-coal-alliance-members\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">new members and momentum&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in recent months; and there is <a class=\"link link--external\" href=\"https:\/\/fossilfueltreaty.org\/open-letter-press-release\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">growing civil society support&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> for the non-governmental campaign for the idea of a <a class=\"link link--external\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/14693062.2019.1636759\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">fossil fuel non-proliferation treaty&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. All these developments suggest that a favourable context for supply-side climate policies may now be starting to emerge.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Moratoria, bans and limits within the G20<\/h2>\n\n\n\n<p>To better understand the existing legal landscape on this issue in the world&rsquo;s largest economies, we have explored the decisions that are either enshrined in law or written into national policy documents by G20 countries to place limits on fossil fuel exploration, extraction, and production under their respective jurisdictions.<\/p>\n\n\n\n<p>Drawing on records from the <a class=\"link link--external\" href=\"https:\/\/climate-laws.org\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Climate Change Laws of the World&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> database, we identified domestic laws and policies encompassing moratoria, bans and other limitations that are explicitly mentioned and directly relate to the phasing out of exploration and\/or production. We compared these with proven reserves of oil, coal and natural gas for each country to illustrate the potential impact of each decision, although we acknowledge the <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/counting-carbon-or-counting-coal-anchoring-climate-governance-in-fossil-fuel-based-accountability-frameworks\/\">limitations<\/a> of focusing on &lsquo;reserves&rsquo; as a way to assess and understand progress on fossil fuel supply-side action. An overview of our findings is provided in the table.<\/p>\n\n\n\n<p>(See <em>Authors&rsquo; notes <\/em>at the end of this commentary for more on our methodology.)<\/p>\n\n\n\n<figure class=\"wp-block-heading\">Limited action within the G20<\/h2>\n\n\n\n<p>Overall, we found nine occurrences of legislation or policies setting moratoria, bans or other limits to fossil fuels taken by five of the G20 countries. There is not yet blanket termination of all fossil fuel production or exploration activities. <strong>Germany, Spain and France<\/strong> provide the only examples of phase-outs concerning a whole type of fossil fuel, namely coal for Germany, and oil and gas for Spain and France.<\/p>\n\n\n\n<p>Major producers have been slower to take significant curbing measures, with the exception of the <strong>United States and Canada<\/strong>. However, these two countries&rsquo; targeted decisions appear to have a limited impact on current production. While the American moratorium on new oil and gas leases on federal lands and waters took effect in January 2021, approvals of drilling sites <a class=\"link link--external\" href=\"https:\/\/www.npr.org\/2021\/07\/13\/1015581092\/biden-promised-to-end-new-drilling-on-federal-land-but-approvals-are-up?t=1633962657843\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">have actually increased&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>; while Canada&rsquo;s government expanded the moratorium on oil and gas activities in 2019, but it only concerns the Arctic region and does not affect <a class=\"link link--external\" href=\"https:\/\/www.nrcan.gc.ca\/science-and-data\/data-and-analysis\/energy-data-and-analysis\/energy-facts\/crude-oil-facts\/20064\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">the bulk of current production and proven reserves&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n\n\n\n<p><strong>South Korea, Japan and China<\/strong> have all made announcements on this issue but as yet we have been unable to find any domestic law or written policy on it. Interestingly, all G20 countries that imposed domestic limits also <a class=\"link link--external\" href=\"https:\/\/eciu.net\/netzerotracker\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">have a net-zero goal enshrined into law&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> for the year 2050, or in a policy document in the case of the United States.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Moratoria and bans: a growing global trend?<\/h2>\n\n\n\n<p>Despite the limited action by the G20 demonstrated above, measures of this type may increase in the near future. Several European countries have also now seen inter-party political agreements on these issues, such as one in Denmark on the future of oil and gas extraction in the North Sea (<a class=\"link link--external\" href=\"https:\/\/kefm.dk\/Media\/0\/3\/Nords%C3%B8aftale%20(2).pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">2020&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>).<\/p>\n\n\n\n<p>In addition to the growing popularity of measures tackling fossil fuel production, key announcements about legislation setting phase-out dates for coal power stations can also be taken as evidence of a trend that sees policymakers looking at intervening further upstream in the fossil fuel energy supply chain than in the past. The date of a coal phase-out is also one of the key issues on the table for those negotiating to form a new government in Germany, with plans to move the legislated phase-out date forward from 2038 to 2030 recently announced.<\/p>\n\n\n\n<p>However, the <a class=\"link link--external\" href=\"https:\/\/productiongap.org\/wp-content\/uploads\/2020\/12\/PGR2020_FullRprt_web.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">2020 version of the Production Gap Report&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> makes it clear that current production trends, estimated at 2% growth annually, are not aligned with the 6% annual decrease needed by 2030 to stay within the remaining carbon budget consistent with a 1.5&deg;C pathway. Financial flows stemming from the COVID-19 crisis recovery plans and current responses to the global energy crisis do not indicate a rapid transition to low-carbon solutions either.<\/p>\n\n\n\n<p>Elsewhere, relevant decisions have been taken by judicial branches, such as a moratorium on fracking by the Colombian State Council which suspended the previous regulatory framework for this activity (<a class=\"link link--external\" href=\"http:\/\/www.consejodeestado.gov.co\/wp-content\/uploads\/2018\/11\/fc.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">2018&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>) or the suspension of fracking operations in South Africa (2019, not on climate grounds). In the Australian case of <a href=\"https:\/\/climate-laws.org\/geographies\/australia\/litigation_cases\/sharma-and-others-v-minister-for-the-environment\"><em>Sharma v. Minister of the Environment<\/em><\/a>, a court held that the government had a duty of care to consider the &ldquo;risk of personal injury and death&rdquo; posed to young people when deciding whether to approve a coal mine extension. For the time being, the Australian Minister has decided to proceed with the extension (the case is now under appeal), but such developments could ultimately result in additional measures on the part of governments.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Making space for the just transition<\/h2>\n\n\n\n<p>While there is <a class=\"link link--external\" href=\"https:\/\/www.nature.com\/articles\/s41558-018-0337-0#MOESM1\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">solid analysis&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that suggests there are real merits to introducing supply-side measures alongside existing demand-side strategies, it is critical that any such measures are carefully crafted so they do not result in adverse socioeconomic effects overall, such as <a class=\"link link--external\" href=\"https:\/\/www.nature.com\/articles\/d41586-021-01020-z\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">entrenching energy poverty&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> or removing vital sources of income for communities and regions with strong dependencies on fossil fuel extraction. It is crucial to the fairness and success of such policy approaches that there is <a class=\"link link--external\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/14693062.2019.1636759\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">equitable burden-sharing&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in the introduction of bans and limits on fossil fuel production, and that communities are provided with the financial and technological wherewithal to benefit from low-carbon alternatives to ensure both access to energy and access to jobs.<\/p>\n\n\n\n<p>This imperative of equitable burden-sharing holds true within and across countries: high-income developed countries that have benefited most from fossil fuel use now have a responsibility to support the energy transition in less developed countries. Bolstering international solidarity and financial support will be key to mediating the fact that decarbonisation shifts rely on different capacities and national interests. In order to implement effective solutions to limit future fossil fuel development, policymakers and negotiators must draw inspiration from past efforts, whether successful or not, such as the &nbsp;2007 Yasun&iacute;-ITT initiative of Ecuador&rsquo;s President Correa, which ended in failure in part due to <a class=\"link link--external\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0301421516302142#s0080\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">unclear economic incentives&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> for funders.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Looking ahead &ndash; the need for coordination<\/h2>\n\n\n\n<p>While attention on supply-side measures to limit fossil fuel use is welcome, policymakers should carefully consider how such measures are introduced to avoid potential adverse impacts on vulnerable communities. Strengthening the international policy framework on supply-side measures <a class=\"link link--external\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2589811621000227#sec3\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">is also critical&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to the coordination of national action to sustain efforts achieved by first movers, allowing for burden-sharing and advancing human rights.
