In late 2013, Stiftung Mercator, the Hertie School of Governance Berlin and the London School of Economics and Political Science (LSE) hosted the second Dahrendorf Symposium in Berlin, entitled ‘Changing the European Debate: focus on climate change’.<\/p>\n

The Grantham Research Institute’s working group (WG4: The Economics of Climate Change) spent a year exploring the possible reform of the European Union Emissions Trading System (EU ETS) and its orderly functioning.<\/p>\n

In particular, the working group has been investigating new institutions and new instruments that could be used enhance the ability of the EU ETS to respond to changes in economic circumstances.<\/p>\n

It also explored how EU energy and greenhouse gas emissions targets could be structured post-2020 to achieve emissions reductions and energy sector decarbonisation at least cost.<\/p>\n

In the spirit of the sociologist and politician Lord Ralf Dahrendorf, the aim of the Dahrendorf Symposium is to make academic research accessible to society.<\/p>\n
