But how should economic policymakers react? There is even a treaty-based, intergovernmental <a class=\"link link--external\" href=\"https:\/\/gggi.org\/about\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Global Green Growth Institute&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, &ldquo;dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies&rdquo;. On the climate change front, Nicholas Stern has made <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/why-are-we-waiting-the-logic-urgency-and-promise-of-tackling-climate-change-2\/\">a strong case<\/a> that a &ldquo;committed and strong low-carbon transition could trigger a new wave of economic and technological transformation and investment, a new era of global and sustainable prosperity&rdquo; and the <a class=\"link link--external\" href=\"https:\/\/newclimateeconomy.net\/content\/about\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">New Climate Economy project&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> has laid out a route map towards &ldquo;better growth, better climate&rdquo;.<\/p>\n<p>Yet there is a strong current of opinion that views this pro-growth approach as fundamentally wrong-headed, on <a class=\"link link--external\" href=\"https:\/\/link.springer.com\/article\/10.1007\/BF00705982\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">theoretical&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and <a class=\"link link--external\" href=\"https:\/\/www.academia.edu\/38891704\/Is_Green_Growth_Possible\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">empirical&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> grounds. This line of thought can be traced back through the debates about the Club of Rome&rsquo;s 1972 report, <a class=\"link link--external\" href=\"https:\/\/en.wikipedia.org\/wiki\/The_Limits_to_Growth\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">The Limits to Growth&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, all the way to <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2014\/02\/WP93-prosperity-with-growth-climate-change.pdf\">Thomas Malthus and John Stuart Mill<\/a>.<\/p>\n<h2>Give green growth a chance<\/h2>\n<p>I reckon that green growth ought to be given a chance. The switch from our current global economic trajectory requires a huge, pervasive and persistent effort of collective action. That is more likely to happen if people and politicians see something in the switch for them. The evidence suggests that economic growth does tend to promote reported <a class=\"link link--external\" href=\"https:\/\/personal.eur.nl\/veenhoven\/Pub2010s\/2014e-full.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">human happiness&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and &ndash; perhaps more relevant for policymakers &ndash; tends to help <a class=\"link link--external\" href=\"https:\/\/www.researchgate.net\/publication\/257641567_The_VP-Function_Revisited_A_Survey_of_the_Literature_on_Vote_and_Popularity_Functions_after_over_40_Years\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">politicians win votes&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Economic growth has helped to lift <a class=\"link link--external\" href=\"https:\/\/blogs.worldbank.org\/developmenttalk\/how-effective-growth-poverty-reduction-do-all-countries-benefit-equally-growth\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">millions out of poverty&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and save lives.<\/p>\n<p>But is continued economic growth possible even if it is desirable? I take some comfort from the fact that estimates of the costs of stopping human-induced climate change &ndash; the &ldquo;<a class=\"link link--external\" href=\"https:\/\/www.theguardian.com\/environment\/2007\/nov\/29\/climatechange.carbonemissions\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">greatest market failure the world has seen&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&rdquo; (Nicholas Stern&rsquo;s words again) &ndash; are relatively modest. Aiming to keep the increase in global temperature from pre-industrial times below 1.5&deg;C would probably only knock 0.1 percentage points off the <a class=\"link link--external\" href=\"https:\/\/climateanalytics.org\/media\/feasibility_1o5c_2c.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">average annual growth rate of GDP&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> over the 21st century. But that is no reason for complacency. So far, the global community has not stepped up to meet this modest cost.<\/p>\n<p>And there are many <a class=\"link link--external\" href=\"https:\/\/www.stockholmresilience.org\/research\/planetary-boundaries\/planetary-boundaries\/about-the-research\/the-nine-planetary-boundaries.html\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">other intractable environmental problems&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, several of which are serious global risks, that are a lot less well understood than global warming and less amenable to mitigation by economic policy tools. But that points to the need for further study, evaluation and straight talk by politicians willing to take the long view. If collective action in response to <em>this<\/em> challenge is politically infeasible, I certainly do not rate highly the chances of persuading politicians to go for &lsquo;no growth&rsquo; instead.<\/p>\n<p>I understand the pessimism of those who look at the track record so far of efforts to decouple economic growth from environmental degradation and material scarcity. <a class=\"link link--external\" href=\"https:\/\/www.academia.edu\/38891704\/Is_Green_Growth_Possible\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Hickel and Kallis&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> recently argued that &ldquo;there is no empirical evidence that absolute decoupling from resource use can be achieved on a global scale against a background of continued economic growth&rdquo;. They are highly sceptical about economic projections based on increases in the efficiency with which raw materials are used and highlight the danger of rich countries offloading environmentally harmful and profligate activities to low-income countries. Some of their concerns are <a class=\"link link--external\" href=\"https:\/\/www.oecd.org\/environment\/waste\/highlights-global-material-resources-outlook-to-2060.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">echoed by advocates of green growth&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> such as the OECD.<\/p>\n<p>But looking at the historical record over a period when policymakers have not prioritised efficient use of natural resources misleads us about what could be done in the future. Indeed, so far, governments have instead been subsidising resource exploitation. Perhaps around US$1 trillion is spent on <a class=\"link link--external\" href=\"https:\/\/citeseerx.ist.psu.edu\/viewdoc\/download?doi=10.1.1.726.3779&amp;rep=rep1&amp;type=pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">directly subsidising the consumption of resources&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, including approximately $400 billion on energy, $200&ndash;300 billion of equivalent support on agriculture, and $200&ndash;300 billion on water. The authors who made this observation <a class=\"link link--external\" href=\"https:\/\/citeseerx.ist.psu.edu\/viewdoc\/download?doi=10.1.1.726.3779&amp;rep=rep1&amp;type=pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">also note that&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, &ldquo;While these direct subsidies are vast, they pale in comparison with the indirect subsidies in the form of natural assets that governments have failed to properly price. There is another US$1 trillion, very approximately, in the form of subsidy for the use of the atmosphere as a sink for greenhouse gas emissions. The indirect subsidy associated with lack of payments for biodiversity loss and other environmental costs is estimated at perhaps as much as $6.6 trillion.&rdquo;<\/p>\n<p>Yet with the right price signals and regulatory contexts &ndash; and, of course, technological advances &ndash; resource productivity can increase dramatically, as we have seen with, for example, silicon chips and LED lighting. Progress (though not yet enough) is being made by some countries, including the UK, in <a class=\"link link--external\" href=\"https:\/\/www.theccc.org.uk\/publication\/reducing-uk-emissions-2018-progress-report-to-parliament\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">decoupling economic growth from the growth in carbon emissions&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Much more needs to be done to price raw materials and environmental capital properly, and to spread advances in materials productivity around the world, especially to the newly industrialising nations of the Global South.<\/p>\n<h2>Less &lsquo;stuff&rsquo;, more &lsquo;human intelligence&rsquo;<\/h2>\n<p>The most important way of decoupling natural resource use and environmental harm from economic growth is to change the nature of economic growth. Much more emphasis needs to be put on the generation and use of ideas rather than the exploitation of nature. As <a class=\"link link--external\" href=\"https:\/\/citeseerx.ist.psu.edu\/viewdoc\/download?doi=10.1.1.726.3779&amp;rep=rep1&amp;type=pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Baptist and Hepburn&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> have argued, treading lightly on the planet need not reduce economic growth in value terms. They found that, in the US, sectors with lower material intensity had higher total factor productivity, as did those with higher labour intensity. Like the fight against climate change, this will require collective action on a massive scale, for example to regulate the owners of the intellectual property that is potentially so valuable.
