The election was widely considered to be a referendum on climate change action in Australia and voters were expected to show their concern for the issue by choosing the Labor opposition, whose climate targets are significantly more ambitious than those of current Government, formed of a long-standing Coalition between the centre-right Liberal and National parties.<\/p>\n<p>Former Prime Minister Tony Abbott, who lost his seat after 25 years in Parliament, acknowledged of the Government in his <a class=\"link link--external\" href=\"https:\/\/www.smh.com.au\/federal-election-2019\/what-happened-to-the-climate-change-election-20190522-p51q4m.html\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">concession speech&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that &ldquo;When climate change is a moral issue we do quite badly. The rise of minor conservative parties, including <a class=\"link link--external\" href=\"https:\/\/www.theaustralian.com.au\/nation\/politics\/60m-buys-clive-nothing-but-costs-alp-dearly\/news-story\/acc8c2e74a0ea5cc390c7581814e78f7\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">tens of millions&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of dollars spent on campaigning for the United Australia Party by Clive Palmer, also helped to funnel votes towards the Coalition through Australia&rsquo;s preferential voting system.<\/p>\n<h2>Conservatism does not need to be incompatible with climate action<\/h2>\n<p>The Australian Government&rsquo;s target of reducing emissions by 26&ndash;28 per cent below 2005 levels by 2030 is very <a class=\"link link--external\" href=\"https:\/\/climateactiontracker.org\/countries\/australia\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">low by international standards&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. But Conservativism and climate action need not be mutually exclusive, as the UK&rsquo;s story shows.<\/p>\n<p>The UK&rsquo;s &lsquo;world first&rsquo; Climate Change Act, passed in 2008, benefited from &lsquo;<a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2018\/03\/10-Years-of-the-UK-Climate-Change-Act_Fankhauser-et-al.pdf\">competitive consensus&rsquo;<\/a> between the Labour government and Conservative opposition, which strengthened rather than weakened the Act&rsquo;s key provisions. Furthermore, the UK has demonstrated that action on climate change can be a driver for economic growth, having successfully <a class=\"link link--external\" href=\"https:\/\/www.wri.org\/blog\/2016\/04\/roads-decoupling-21-countries-are-reducing-carbon-emissions-while-growing-gdp\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">reduced emissions while seeing GDP continue to rise.&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> Even in the midst of the distraction of Brexit, the current centre-right Conservative government asked the independent advisory Committee on Climate Change to provide advice on whether the UK should adopt a target of net-zero emissions by mid-century. The <a class=\"link link--external\" href=\"https:\/\/www.theccc.org.uk\/2019\/05\/02\/phase-out-greenhouse-gas-emissions-by-2050-to-end-uk-contribution-to-global-warming\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">advice&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> came back in the affirmative &ndash; and Business Secretary Greg Clark <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/news\/secretary-of-state-for-business-energy-and-industrial-strategy-welcomes-the-committee-on-climate-change-net-zero-report\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">has indicated&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> it is likely the UK government will adopt it.<\/p>\n<h2>Three ways to progress climate action under current political conditions<\/h2>\n<p>Although the UK&rsquo;s approach might demonstrate that climate action in Australia does not have to stall during the Coalition&rsquo;s time in government, a concerted and strategic effort will be required by climate professionals, activists, researchers and sub-national governments. Possible steps are set out below.<\/p>\n<h3>1. Engage with government on terms it understands<\/h3>\n<p>As climate scientist Katharine Hayhoe stated in a <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/event\/changing-the-climate-dialogue\/\">recent lecture<\/a> at the London School of Economics, it is important to learn how to communicate the benefits of climate action in a way that engages the core values of those you wish to influence.<\/p>\n<p>Australia&rsquo;s <a class=\"link link--external\" href=\"https:\/\/www.liberal.org.au\/our-history\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Liberal party&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> was born out of a desire to promote individual freedom, free enterprise and social equality, while the <a class=\"link link--external\" href=\"https:\/\/nationals.org.au\/about\/our-history\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">National Party&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> has a strong focus on regional Australia, including the agricultural and mining industries. The Coalition&rsquo;s election <a class=\"link link--external\" href=\"https:\/\/www.liberal.org.au\/our-plan\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">platform&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> included little mention of climate change but rather focused more broadly on job creation, reducing national debt and taxes, investing in schools, hospitals and roads, national security and immigration. It is useful to consider how action on climate change might in fact align with these ideologies.<\/p>\n<ul>\n<li><strong>Freedom and social equality: <\/strong>The impacts of climate change will reduce economic opportunity as industries decline and communities become uninhabitable. And these impacts will be felt hardest by those who are already vulnerable &ndash; such as <a class=\"link link--external\" href=\"https:\/\/www.climatecouncil.org.au\/uploads\/564abfd96ebac5cbc6cf45de2f17e12d.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">rural Australian communities&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 The Scott Morrison Government also supports the planned <a class=\"link link--external\" href=\"https:\/\/in.reuters.com\/article\/australia-election-adani-ent\/adani-owned-coal-mine-a-flashpoint-for-australian-election-idINKCN1RS0EF\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Adani&rsquo;s Carmichael coal mine&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in Queensland. If this mine gets the final go-ahead the country will struggle to meet even its existing, low Paris Agreement targets.<\/p>\n<p>These challenges simply magnify the need for climate change professionals, citizens, businesses and social movements to engage with governments like Australia&rsquo;s on terms they understand.
