As the dust settles, there is now a <a class=\"link link--external\" href=\"https:\/\/iri.columbia.edu\/news\/august-climate-briefing-fate-of-la-nina-up-in-the-air\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">small chance&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that a La Ni&ntilde;a extends climatic disruptions by introducing extreme conditions opposite to those experienced under El Ni&ntilde;o.<\/p>\n<p>If a strong La Ni&ntilde;a does develop, <a class=\"link link--external\" href=\"https:\/\/onlinelibrary.wiley.com\/doi\/10.1002\/1097-0088(20001130)20:14%3C1761::AID-JOC580%3E3.0.CO;2-W\/abstract\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">sub-Saharan Africa could experience droughts in places that have recently received heavy rainfall&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. And heavy rainfall is likely in areas that had previously suffered from failed rains.<\/p>\n<p>The impact of severe changes to rainfall patterns on agriculture has been reported in the <a class=\"link link--external\" href=\"https:\/\/link.springer.com\/article\/10.1007\/s10668-010-9278-0\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">academic literature&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and the <a class=\"link link--external\" href=\"https:\/\/www.theguardian.com\/environment\/2016\/mar\/16\/drought-high-temperatures-el-nino-36m-people-africa-hunger\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">media&nbsp;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. But the impacts on many other sectors, which also suffer from extreme weather associated with strong El Ni&ntilde;o and La Ni&ntilde;a events, have received less attention. This is why a new <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/\">Grantham Research Institute project<\/a> is looking to focus on the impact of El Ni&ntilde;o and La Ni&ntilde;a events on small-and medium-sized enterprises (SMEs). The project is led by <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/profile\/declan-conway\/\">Declan Conway<\/a> and funded by the UK&rsquo;s Department for International Development (DFID) and the Natural Environment Research Council NERC.<\/p>\n<h3>Why SMEs?<\/h3>\n<p>Support for SMEs is seen as crucial for GDP growth and prosperity in Africa because small and growing businesses make a significant contribution to employment and fuel demand for new goods and services.<\/p>\n<p>Extreme climate events, such as the 2015-16 El Ni&ntilde;o, can have a major impact on the business activities of these SMEs. For example, disruption to electricity (from hydroelectric dams) and water supplies due to drought in southern Africa and excessive flooding in East Africa hindered many businesses.<\/p>\n<p>By understanding these challenges, as well as asking SMEs about how they can cope with climatic disruption more effectively, we expect that they will become better prepared for future events. And Africa&rsquo;s future prosperity depends to a large extent on the ability to create climate-resilient economies.<\/p>\n<h3>Fieldwork<\/h3>\n<p>In the coming months, we will begin fieldwork with partners in Botswana, Kenya and Zambia. We will examine how the El Ni&ntilde;o and La Ni&ntilde;a events unfolded and investigate the role and effectiveness of early warnings, preparedness levels and the impacts of climatic disruption.<\/p>\n<p>Our focus will be on SMEs in Gaborone (Botswana), Nairobi (Kenya) and Lusaka (Zambia) &ndash; the capital cities of our three countries of study. These three countries provide contrasting case studies.<\/p>\n<p>In Botswana, extreme droughts <a class=\"link link--external\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2015-09-21\/botswana-capital-s-water-supply-options-dry-up-amid-drought\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">reduced dam capacity to 1.2%&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of normal capacity, causing acute water shortages in the capitol, Gaborone.<\/p>\n<p>In Kenya, heavy rainfall led to floods in and around Nairobi, contributing to the <a class=\"link link--external\" href=\"https:\/\/floodlist.com\/africa\/kenya-3-months-of-flooding-leaves-112-dead-and-over-100000-displaced\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">displacement of more than 100,000 people&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n<p>In Zambia, lake levels plummeted by more than 5 metres. This prompted ZESCO, the state-owned electricity company, to warn that national power supplies would be cut by one-third. The Finance Minister responded by <a class=\"link link--external\" href=\"https:\/\/zambia.news24.com\/National-News\/Zambia-in-crisis-as-Lake-Kariba-dries-20150819\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">reducing the economic growth forecast by almost 2%.&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a><\/p>\n<p>The real impact of the 2015-16 El Ni&ntilde;o on the economy of these countries has yet to be assessed.<\/p>\n<p>Fieldwork we have already carried out for the <a class=\"link link--external\" href=\"https:\/\/futureclimateafrica.org\/project\/umfula\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Umfula project&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> confirms the importance of weather impacts on businesses from El Ni&ntilde;o.&nbsp; Both small and large agribusinesses in Tanzania and Malawi are feeling its effects. Business managers told us that, although they received warnings of El Ni&ntilde;o, they found it difficult to anticipate and prepare for specific impacts because of a lack of certainty about exactly how extreme conditions would unfold.<\/p>\n<h3>Takeaway messages for decision-makers<\/h3>\n<p>Through continued collaboration and fieldwork in the region, we will get a better idea of exactly how El Ni&ntilde;o and La Ni&ntilde;a affect business activities. The research will yield advice on better climate services to businesses and highlight successful approaches for coping with extreme weather events. In doing so, we hope this will help increase climate resilience and support the achievement of the&nbsp;<a class=\"link link--external\" href=\"https:\/\/www.undp.org\/content\/undp\/en\/home\/sustainable-development-goals.html\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Sustainable Development Goals&nbsp;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in sub-Saharan Africa.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Christian Siderius is a Research Officer at the Grantham Research Institute.
