Either way, most commentators agreed that the new BEIS signalled a softening of Britain&rsquo;s stance on climate change.<\/p>\n<p>Climate sceptics were <a class=\"link link--external\" href=\"https:\/\/www.thegwpf.com\/parliaments-devotion-to-the-religion-of-climate-change-might-be-cooling\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">jubilant&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, sensing a second victory after the Brexit vote that most of them supported. Environmentalists were alarmed not just about <a class=\"link link--external\" href=\"https:\/\/www.theguardian.com\/environment\/2016\/jul\/15\/decc-abolition-major-setback-for-uk-climate-change-efforts\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">climate change&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, but about <a class=\"link link--external\" href=\"https:\/\/www.theguardian.com\/environment\/damian-carrington-blog\/2016\/jun\/24\/uks-out-vote-is-a-red-alert-for-the-environment\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">environmental protection&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> post-Brexit more broadly.<\/p>\n<p>It need not turn out that way. It is true, climate change has disappeared from the departmental name, and it is possible officials will be preoccupied with the issues that the name still contains &ndash; business, energy and industrial strategy.<\/p>\n<p>However, the new department also creates a much better, stronger basis from which to decarbonise the UK economy. With the right political will, BEIS can become an effective platform to turn the UK into a true global leader in the low-carbon economy.<\/p>\n<p>That would be an attractive prize. The global green economy is thriving and is in fact much bigger than most people think. According to <a class=\"link link--external\" href=\"https:\/\/www.ftserussell.com\/files\/press-releases\/new-green-revenues-model-ftse-russell-tracks-global-transition-green-economy\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">FTSE Russell&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, a quarter of the companies in its <em>FTSE Global Equity Index <\/em>have green business lines, which between them generate annual revenues worth US$2.9 trillion.<\/p>\n<p><strong>Remaining a world leader on climate?<\/strong><\/p>\n<p>DECC was established by Gordon Brown, who understood that energy policy and climate change policy were two sides of the same coin. So he brought the two issues under one roof. &nbsp;Theresa May has now added the third crucial ingredient: industrial strategy. &nbsp;In <a class=\"link link--external\" href=\"https:\/\/www.gregclark.org\/about-greg\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Greg Clark&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, a thoughtful former shadow climate change secretary, she has appointed a Secretary of State who understands the links.<\/p>\n<p>The UK has some catching up to do. Other countries have long seen climate policy as a chance to create new economic opportunities in areas like resource efficiency, clean transport, energy storage and renewable energy.<\/p>\n<p>The UK is rightly proud of its world-leading climate change legislation. <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/legislation\/countries\/south-korea\/\">South Korea<\/a> has a similar framework law to our Climate Change Act. Theirs is called the &lsquo;Framework Act on Low Carbon Green Growth&rsquo; and it puts industrial policy on the same footing as environmental concerns.<\/p>\n<p>When <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/legislation\/countries\/china\/\">China<\/a> started to include carbon and energy efficiency targets in its five-year plans, they were complemented by equally ambitious growth objectives for the strategic industries related to this agenda.<\/p>\n<p><a class=\"link link--external\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0959378013000812\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Japan&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> has positioned itself as a world leader in green innovation, with much of the action in areas of existing industrial strength.<\/p>\n<p>These are the sort of countries post-Brexit Britain wishes to engage with, although Europe has not gone away. <a class=\"link link--external\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0959378013000812\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Germany&rsquo;s&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> green growth strategy is equally effective and focused on its areas of comparative advantage.<\/p>\n<p><strong>An opportunity for the green economy?<\/strong><\/p>\n<p>The UK has a <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/416240\/bis-15-206-size-and-performance-of-uk-low-carbon-economy.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">sizeable green economy&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and a credible record on green innovation (e.g. on <a class=\"link link--external\" href=\"https:\/\/www.worldscientific.com\/doi\/abs\/10.1142\/S2382624X15500101\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">water&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>). &nbsp;So the potential is clearly there. What has so far been lacking is more policy coherence and consistency to turn potential into reality.<\/p>\n<p>The plight of carbon capture and storage (CCS) is a case in point. CCS is an essential part of the UK&rsquo;s low-carbon plan, as the <a class=\"link link--external\" href=\"https:\/\/www.theccc.org.uk\/wp-content\/uploads\/2016\/07\/Letter-to-Rt-Hon-Amber-Rudd-CCS.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Committee on Climate Change&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> has made clear.&nbsp; But making a success of CCS requires the close coordination of climate, energy and industrial policy.<\/p>\n<p>The technology is best demonstrated through regional clusters, where energy generators and industrial users share the expensive transportation and storage infrastructure to create economies of scale.
