For example, in announcing the decision to push back the date by which no new fossil fuelled cars can be sold, from 2030 to 2035, the Prime Minister argued that the Government was moving away from a &ldquo;default&rdquo; approach that would &ldquo;impose unacceptable costs on hard-pressed families&rdquo;. This framing relies on the assumption that climate policies will inevitably be expensive, draconian and thus unpopular, particularly for those on lower incomes. However, the evidence suggests that in the UK this is not the case.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Which parts of society will climate <em>impacts<\/em> and climate <em>action<\/em> affect the most?<\/strong><\/h2>\n\n\n\n<p>There is strong and well-established evidence that the costs of not acting on climate change <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/15-years-on-from-the-stern-review-the-economics-of-climate-change-innovation-and-growth\/\">far outweigh the costs<\/a> of transitioning to net zero. Furthermore, the impacts of climate change will certainly be unfair: the poorest and most marginalised groups in society <a class=\"link link--external\" href=\"https:\/\/www.thelancet.com\/journals\/lanplh\/article\/PIIS2542-5196(20)30270-9\/fulltext\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">often face higher exposure&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to climate impacts. For instance, struggling households are more exposed to food price shocks which can be brought about by extreme weather events.<\/p>\n\n\n\n<p>Similarly, lack of action on energy efficiency would continue to leave lower income households living in poorly insulated properties exposed to costly heating and electricity bills dependent on volatile gas prices. Tenants renting from private landlords are particularly affected, while those in social housing generally benefit from higher standards of energy efficiency.<\/p>\n\n\n\n<p>The economic arguments for ambitious climate policy were strengthened in the 2023 <a class=\"link link--external\" href=\"https:\/\/assets.publishing.service.gov.uk\/media\/63c0299ee90e0771c128965b\/mission-zero-independent-review.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Independent Review of Net Zero&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (the Skidmore review), which highlighted the significant employment opportunities and potential for export revenues associated with net zero innovation. Recent analysis by CBI Economics showed that whereas the UK economy as a whole is struggling with low growth, net zero economic activity <a class=\"link link--external\" href=\"https:\/\/ca1-eci.edcdn.com\/cbi-eciu-netzeroec-February2024.pdf?v=1709026812\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">grew by 9% in 2023&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How concerned about climate change are different income groups?<\/strong><\/h2>\n\n\n\n<p>Support for net zero policies is widespread across the British public, and <a class=\"link link--external\" href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/wellbeing\/articles\/worriesaboutclimatechangegreatbritain\/septembertooctober2022\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">three in four adults&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> say they already make some or a lot of lifestyle changes to help tackle climate change. Opinion polls have shown that public concern and support for action <a class=\"link link--external\" href=\"https:\/\/www.pnas.org\/doi\/full\/10.1073\/pnas.2018936118\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">remained high&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> during the COVID-19 pandemic and the <a class=\"link link--external\" href=\"https:\/\/cast.ac.uk\/wp-content\/uploads\/2022\/11\/CAST-Briefing-17.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">cost of living crisis&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n\n\n\n<p>In other research on the UK, in all income groups the majority of people (between 67% and 74%, depending on income bracket) were <a class=\"link link--external\" href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=4723179\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">found to agree&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that climate change requires a high or extremely high level of urgency of response. Higher income groups showed slightly stronger levels of concern, but not to a statistically significant extent. Political affiliation is a more significant predictor of perceived urgency than many other social and demographic variables, suggesting that political spin is generating division around climate policy. To build consensus support for action on climate change requires countering ideology-driven narratives and information not backed by science or evidence.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What factors underpin public support for climate policy?<\/strong><\/h2>\n\n\n\n<p>Fairness and choice are of vital importance to the British public when it comes to climate action. The UK Climate Assembly, convened in 2019&ndash;20, emphasised these as <a class=\"link link--external\" href=\"http:\/\/www.climateassembly.uk\/news\/uk-path-net-zero-must-be-underpinned-education-choice-fairness-and-political-consensus-urges-climate-assembly\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">core principles&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, and <a class=\"link link--external\" href=\"https:\/\/cast.ac.uk\/wp-content\/uploads\/2022\/09\/CM_UOB_49-CAST-Report_v5_FINAL_27.9.22.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">evidence from workshops&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> confirms that public support for net zero policies such as reducing car use rests on the need for personal choice, fairness and trust in those implementing the policies.&nbsp;But fairness can mean different things to different people and <a class=\"link link--external\" href=\"https:\/\/climateoutreach.org\/reports\/fairness-climate-advocacy\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">narrative framing matters&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> in building and maintaining public support for climate policies. <a class=\"link link--external\" href=\"https:\/\/www.ipsos.com\/en-uk\/uk-public-still-broadly-supports-most-net-zero-policies\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">For instance&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, while 68% support proposals for a frequent flyer levy, support falls to just 32% when information is provided about the cost implications for individuals.
