It has since broadened and found particular traction in the climate change context. This is because the impacts of climate change on people are uneven and so too are the impacts of attempts to mitigate carbon emissions, such as closing down fossil fuel plants and expanding renewable energy. Action to enable a &lsquo;just&rsquo; transition tries to combat this inequality to bring about fairer outcomes as the world transitions to net zero carbon emissions, <a class=\"link link--external\" href=\"https:\/\/www.ituc-csi.org\/IMG\/pdf\/sdjt-final-en.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">maximising &ldquo;the benefits of climate action&rdquo; and minimising &ldquo;the negative impacts for workers and their communities&rdquo;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. To achieve its varied aims, a just transition is considered to require <a class=\"link link--external\" href=\"https:\/\/www.wiltonpark.org.uk\/app\/uploads\/2023\/01\/WP3012-Report.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">fundamental restructuring&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of the socioeconomic systems that have created these inequalities and the climate crisis.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who does the just transition prioritise and how?<\/h2>\n\n\n\n<p>The just transition seeks to centre the interests of those that are most affected by the low-carbon transition, including workers, vulnerable communities, suppliers of goods and services, specifically small and medium-sized enterprises (SMEs), and consumers (see Figure 1). This approach strongly advocates the inclusion of these stakeholders in shaping the net zero transition so that <a class=\"link link--external\" href=\"https:\/\/unfccc.int\/news\/leaving-no-one-behind-in-the-transition-towards-a-low-carbon-economy#:~:text=A%20just%20transition%20means%20transforming,and%20leaving%20no%20one%20behind.\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">no one is &lsquo;left behind&rsquo;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Successful just transition planning would involve these stakeholders, for example through ongoing <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2023\/10\/Just-and-robust-transitions-to-net-zero_A-framework-to-guide-national-policy.pdf\">participation processes and channels<\/a>, including social forums, consultations and citizens&rsquo; assemblies.<\/p>\n\n\n\n<p><strong>Figure 1. These are aspects of an inclusive approach to decarbonisation that recognises different local (&lsquo;place-based&rsquo;) needs and circumstances. This approach would seek coordinated strategic action at <a class=\"link link--external\" href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=1494833\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">multiple scales and levels&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, including companies, regions and governments.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">National-level action<\/h2>\n\n\n\n<p>Governments can assess the impacts of current net zero-related policies on vulnerable segments of the population, align their policies with just transition principles such as those in the International Labour Organization&rsquo;s <a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---ed_emp\/---emp_ent\/documents\/publication\/wcms_432859.pdf\"><em>Guidelines for a just transition<\/em><\/a>, and introduce targeted policies to rectify any existing and potential injustices.
