However, there is no universally agreed definition.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Size of the ocean economy<\/h2>\n\n\n\n<p>The <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/read.oecd-ilibrary.org\/economics\/the-ocean-economy-in-2030_9789264251724-en#page20\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">ocean economy&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> comprises all economic activities related to the ocean, such as offshore oil and gas, marine equipment and construction, container shipping, shipbuilding and repair, cruise tourism, port activities and marine energy. It also includes the ocean&rsquo;s natural assets and the ecosystem services it provides, from fisheries to carbon sequestration.<\/p>\n\n\n\n<p>The growth of ocean-based economic activities has gathered pace over the past 50 years and the ocean economy is now estimated to be worth approximately US$1.5 trillion. This could increase to US$3 trillion by 2030, with significant further growth expected particularly in offshore wind, marine aquaculture and fish processing.<\/p>\n\n\n\n<p>The primary focus of the ocean economy is on maximising economic benefits. This often leads to ecological degradation and resource depletion at the expense of marine ecosystems and the communities that depend on them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">From the ocean economy to the sustainable, &lsquo;blue&rsquo; economy<\/h2>\n\n\n\n<p>To distinguish a future in which ocean-related economic activities are guided by sustainable considerations, new terms have been adopted. &lsquo;Blue economy&rsquo; has become the most widely used term, although its conceptualisation differs across stakeholders and countries. In finance circles, the term has largely focused on the decarbonisation of existing ocean economy activities as the world transitions to net zero greenhouse gas emissions to meet the Paris Agreement temperature targets. Other definitions are wider, encompassing the sustainable use of resources for socioeconomic benefit, including supporting jobs and livelihoods, promoting poverty reduction, &lsquo;stewardship&rsquo; of the ocean&rsquo;s resources, and marine education and research. It sets out seven targets for a sustainable ocean economy by 2030. So far, progress towards reaching these goals has been&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unstats.un.org\/sdgs\/report\/2022\/Progress-Chart-2022.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">limited&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. There have been some small improvements in the sustainability of fisheries and an expansion of Marine Protected Areas (MPAs), but these cover only around 7.5% of the oceans. It has been estimated that an additional investment of <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/41333\/state_finance_nature.pdf?sequence=3&amp;isAllowed=y\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">US$8&ndash;11 billion&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> is required to achieve the objective of creating MPAs that cover 30% of the ocean by 2030.<\/p>\n\n\n\n<p>Governments and companies are also taking an increasing interest in&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0308597X22002457\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">nature-based solutions&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;to climate change provided by the ocean. These include carbon sequestration and protecting coastlines from the physical impacts of climate change. However, only&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/41333\/state_finance_nature.pdf?sequence=3&amp;isAllowed=y\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">9% of total investments&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;in nature-based solutions are in the marine environment. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How is the ocean and its economic activity governed?<\/h2>\n\n\n\n<p>The ocean is a vast space in which a <a class=\"link link--external\" href=\"https:\/\/www.annualreviews.org\/content\/journals\/10.1146\/annurev-environ-011023-022521#right-ref-B18:~:text=Figure%202%20).-,Figure%202,-Patchwork%20of%20sectoral\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">range of stakeholders are active&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, yet it operates as a highly interconnected ecosystem. The deterioration of environmental resources in one location can have far-reaching detrimental impacts on other ecosystems and communities; therefore, strong governance mechanisms are vital. However, ocean governance is complex and potentially difficult to implement and is fragmented as a result. There are various UN bodies responsible for regulating different spatial zones and ocean economy sectors. These are supported by regional, national and sectoral institutions. But current governance frameworks face significant challenges in establishing clear responsibilities and enforcing rules to <a class=\"link link--external\" href=\"https:\/\/www.nature.com\/articles\/s41467-020-17410-2\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">adequately address issues&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> such as overfishing, habitat destruction, pollution and climate change impacts.<\/p>\n\n\n\n<p>Coastal nations have exclusive rights to control activities, apply laws and use resources within their Territorial Sea: the area extending 12 nautical miles into the sea. Extending up to 200 nautical miles from coastlines is the Exclusive Economic Zone (EEZ), in which nations can conserve, exploit and manage the living and non-living resources present in the water, seabed and subsurface. The remaining area is called the&nbsp;<a href=\"https:\/\/oceanexplorer.noaa.gov\/facts\/high-seas-governance.html\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>High Seas<\/strong><\/a>&nbsp;(or &lsquo;open ocean&rsquo;) and accounts for about 65% of the ocean. In March 2023, an historic agreement was reached at the United Nations for a&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/news.un.org\/en\/story\/2023\/03\/1134157\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">High Seas Treaty&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;which aims to place 30% of the world&rsquo;s ocean into MPAs to protect wildlife and ensure equal access to&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/bbnj-mgr.fas.harvard.edu\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">marine genetic resources&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. It also allocates funds to marine conservation and will foster the development of clear rules on how to conduct environmental impact assessments for human activities in the high seas. The Treaty will establish a <a class=\"link link--external\" href=\"https:\/\/cilj.co.uk\/2024\/08\/01\/anticipating-the-first-cop-under-the-bbnj-agreement-insights-on-the-prepcom-organisational-meeting-in-new-york-24-26-june-2024\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Conference of the Parties (CoP) for the ocean&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, similar to the&nbsp;<a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/what-are-the-un-cop-climate-change-conferences\/\">climate<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/what-is-the-un-biodiversity-conference\/\">biodiversity<\/a>&nbsp;COPs.<\/p>\n\n\n\n<p>Other&nbsp;<a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unstats.un.org\/sdgs\/report\/2021\/goal-14\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">international agreements on ocean governance&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&nbsp;that impact the blue economy include: the United Nations Convention on the Law of the Sea (UNCLOS), which sets out the legal regime for activities on the oceans and seas along with State responsibilities; the Port States Measures Agreement (PSMA), which seeks to prevent, deter and illuminate Illegal, Unreported and Unregulated (IUU) fishing through management at Port States; Guidelines for Small Scale Fisheries; and IMO 2023, the International Maritime Organization&rsquo;s regulations on global shipping. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What risks are presented by the blue economy?<\/h2>\n\n\n\n<p>Transitioning to a sustainable blue economy introduces challenges that can have financial implications, for example through regulatory changes, technological innovations, shifting consumer preferences and reputational considerations.
