Given the levels of greenhouse gases already in the atmosphere, further warming as well as an increase in impacts from climate change are inevitable over the coming decades. England&rsquo;s <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.gov.uk\/government\/publications\/climate-change-second-national-adaptation-programme-2018-to-2023\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">National Adaptation Programme&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> sets out what government and others will do to &ldquo;be ready for the challenges of climate change&rdquo;, with there being equivalent programmes in Northern Ireland, Scotland and Wales. These programmes are informed by Climate Change Risk Assessments.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How are the Climate Change Risk Assessments prepared?<\/h2>\n\n\n\n<p>To set the main priorities for adaptation in the UK and provide evidence of what action works and why it is needed, under the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2008\/27\/contents\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">2008 Climate Change Act&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> the Government is required to publish a Climate Change Risk Assessment (CCRA) every five years. The first CCRA was released in 2012.<\/p>\n\n\n\n<p>The CCRA consists of an Evidence Report and an accompanying Government Report. The independently researched and written Evidence Report contains technical reports and summaries that apply to different sectors and to each nation. These are prepared by hundreds of leading scientists, experts from the private and public sectors, and are scrutinised through an extensive consultation and peer review process.<\/p>\n\n\n\n<p>The CCRA Evidence Report is primarily produced for the UK Central Government and the devolved administrations, but the outputs from the CCRA are <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.ukclimaterisk.org\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">publicly available&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and of value to other public and private sector organisations. The fourth iteration of the CCRA is due in 2027.<\/p>\n\n\n\n<p>The CCRA has seen a number of changes over its three iterations, including to the structure of the assessment, as well as to the consortia of experts responsible for producing the reports.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">CCRA1 (2012)<\/h2>\n\n\n\n<p>The CCRA1 <a class=\"link link--external\" rel=\"noopener\" href=\"http:\/\/randd.defra.gov.uk\/Default.aspx?Menu=Menu&amp;Module=More&amp;Location=None&amp;Completed=0&amp;ProjectID=15747#RelatedDocuments\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Evidence Report&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> was commissioned by the Department for Environment, Food &amp; Rural Affairs (Defra) and prepared by a consortium of experts led by the consultancy HR Wallingford. The Evidence Report reviewed more than 700 potential impacts of climate change in a UK context, which was narrowed down to a detailed analysis of over 100 different types of impacts across 11 key sectors: agriculture; biodiversity and ecosystem services; built environment; business, industry and services; energy; floods and coastal erosion; forestry; health; marine and fisheries; transport; and water. The technical and summary reports outlined the likelihood and scale of potential consequences and the urgency of actions needed to be taken to address them. The CCC and its Adaptation Committee consist of academic and non-academic experts on climate change (including <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/profile\/swenja-surminski\/\" target=\"_blank\" rel=\"noreferrer noopener\">Swenja Surminski<\/a>, Professor in Practice at the Grantham Research Institute). The second iteration of the CCRA&rsquo;s Evidence Report considered a smaller list of 56 priority risks, with a stronger focus on the urgency of specific actions. The Technical Report was prepared by a consortium of more than <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.ukclimaterisk.org\/about-the-ccra\/who-contributes-to-the-uk-climate-risk-independent-assessment-ccra3\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">450 experts from more than 130 organisations&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, led by the University of Exeter in partnership with the Met Office. It outlines the latest understanding of current and future climate change in the UK and an assessment of 61 risks and opportunities across several main areas, including: the natural environment; infrastructure; people and human health; built environment; businesses and international dimensions.
