Even within the same country or city, people with less privilege in society &ndash; whether due to their ethnicity, gender or other factors &ndash; are likely to be worst affected by climate change. The logic also applies on an intergenerational basis: young people and future generations have contributed least to rising temperatures but will <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg2\/about\/frequently-asked-questions\/keyfaq3\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">suffer most&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> from extreme outcomes over the course of this century.<\/p>\n\n\n\n<p>Building on these facts, the concept of &lsquo;climate justice&rsquo; places an ethical challenge at the heart of the argument for climate action. Alongside its critique of existing systems, the movement puts forward measures to deal with climate change in a manner that also addresses injustice, and which go considerably further than current policies and targets in several key respects.<\/p>\n\n\n\n<p>The environmental justice and, later, <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.google.co.uk\/books\/edition\/Routledge_Handbook_of_Climate_Justice\/jZV2DwAAQBAJ?hl=en&amp;gbpv=1&amp;dq=climate+justice+movement+origin&amp;pg=PA13&amp;printsec=frontcover\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">climate justice movement&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> was born primarily from the advocacy of people of colour both from the Global South and within rich countries, particularly the United States. A range of civil society groups with a diverse membership has emerged, and vocal coalitions have formed (for example, the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/cop26coalition.org\/about\/the-coalition\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">COP26 Coalition in the UK&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>), seeking to influence the world&rsquo;s most powerful decision-makers and their response to climate change.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How does climate justice relate to the legal system?<\/strong><\/h2>\n\n\n\n<p>Activists have often pursued their claims to climate justice through the legal system. Laws that establish rights and protections for communities &ndash; and corresponding responsibilities for industry &ndash; have long been used to fight instances of polluting activity (such as <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.clientearth.org\/what-we-do\/priorities\/chemical-pollution\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">toxic chemicals&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>). However, such laws are often difficult to enforce, particularly when regulatory agencies are underfunded, and issues regarding who has the right to bring a case can make it challenging for communities to raise issues independently. In recent years, there has been a groundswell of &lsquo;<a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/global-trends-in-climate-litigation-2021-snapshot\/\" target=\"_blank\" rel=\"noreferrer noopener\">climate change litigation<\/a>&rsquo; by communities and individuals affected by climate impacts. Some cases rely on human rights and constitutional principles to argue that governments have fundamental responsibilities to protect their citizens from climate change impacts, and that companies have a corresponding obligation to stop contributing to those impacts. Other cases seek to enforce climate related obligations that are increasingly being recognised by regional, national and sub-national <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/climate-laws.org\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">legislation&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What does climate justice mean internationally?<\/strong><\/h2>\n\n\n\n<p>There are two core issues at the international level: first, whether countries are contributing their &lsquo;fair share&rsquo; in reducing global emissions, and second, where financing comes from to support climate change mitigation and adaptation in poorer countries.<\/p>\n\n\n\n<p>There is no globally agreed cap on emissions in the <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/what-is-the-paris-agreement\/\" target=\"_blank\" rel=\"noreferrer noopener\">Paris Agreement<\/a> but it does create an obligation for signatory countries to submit their intentions to decarbonise through <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\/key-aspects-of-the-paris-agreement\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Nationally Determined Contributions&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> &ldquo;to achieve&rdquo; its long-term temperature goal of limiting warming to well below 2, and preferably 1.5, degrees Celsius. Climate science identifies a roughly fixed <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.globalcarbonproject.org\/carbonbudget\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">&lsquo;budget&rsquo; of carbon&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> that the world can emit before that goal is compromised.<\/p>\n\n\n\n<p>Although the <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/unfccc.int\/sites\/default\/files\/english_paris_agreement.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">Agreement&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (Article 4) recognises that developing countries will take longer to peak their emissions, and that countries have &ldquo;common but differentiated responsibilities and respective capabilities&rdquo;, there is no official way of dividing up the contribution to the global effort. Advocates for climate justice argue that some countries&rsquo; commitments do not constitute a &lsquo;fair share&rsquo; in this effort, supporting their claim with <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/climateactiontracker.org\/methodology\/cat-rating-methodology\/fair-share\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">evidence from scientific literature&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, and therefore call for deeper cuts in emissions than those countries are currently pursuing. Richer countries are often the target of this criticism, but so too can be powerful emerging economies like China and India.<\/p>\n\n\n\n<p>The question of finance creates a clearer division between higher and lower income countries. Some thinkers argue that people in the rich Global North owe the poorer Global South based on historical greenhouse gas emissions, and that national debts in the Global South should be restructured and cancelled as part of a programme of <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.climateandcommunity.org\/debt-justice-for-climate-reparations\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">&lsquo;climate reparations&rsquo;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. The Paris Agreement affirms the importance of financial support from rich to poorer countries. However, a promise to jointly mobilise US$100 billion in climate finance from developed to developing countries by 2020 was <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/ukcop26.org\/wp-content\/uploads\/2021\/10\/Climate-Finance-Delivery-Plan-1.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">not met&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/beyond-the-100-billion-financing-a-sustainable-and-resilient-future\/\" target=\"_blank\" rel=\"noreferrer noopener\">Steps could be taken<\/a> to increase financial flows, make adjustments so that more finance supports adaptation (which is a priority for many vulnerable countries), and ensure concessions are made on debt repayment &ndash; considering that many poorer countries are already in <a class=\"link link--external\" rel=\"noopener\" href=\"https:\/\/www.imf.org\/Publications\/fandd\/issues\/2020\/09\/debt-pandemic-reinhart-rogoff-bulow-trebesch\" aria-describedby=\"link-description-new-window\" target=\"_blank\" title=\"\">debt distress&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Since adaptation cannot prevent all harm from climate change, many countries and the climate justice movement also call for payments for <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/explainers\/what-is-climate-change-loss-and-damage\/\" target=\"_blank\" rel=\"noreferrer noopener\">&lsquo;loss and damage&rsquo;<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How should climate justice shape the low-carbon transition?<\/strong><\/h2>\n\n\n\n<p>The concept of a <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/the-just-transition-comes-of-age\/\" target=\"_blank\" rel=\"noreferrer noopener\">just transition<\/a> is related to climate justice. It refers to ensuring that environmental transitions, typically at the level of a country, region or sector (e.g. phasing out coal mining), involve processes and outcomes that promote socioeconomic fairness, &nbsp;minimise the harm to affected people and communities, and ensure the benefits of change &ndash; such as the creation of new &lsquo;green&rsquo; jobs &ndash; are widely shared.<\/p>\n\n\n\n<p>More generally, climate justice highlights that rich people around the world make an outsized contribution to climate change through their higher per-capita emissions.
