For example, in the home this can be achieved by changing appliances such as fridges and boilers for more efficient versions, and switching to Light Emitting Diode (LED) and Compact Fluorescent Light (CFL) bulbs which require less electricity than traditional incandescent bulbs. There are also measures that can make heating or cooling a space more efficient through reducing the amount of energy that needs to be used. These include installing double glazing and insulating cavity walls and loft spaces.<\/p>\n<p><strong>What role can household energy efficiency play in tackling climate change?<\/strong><\/p>\n<p>Homes that use energy supplied from fossil fuels are responsible for significant emissions of carbon dioxide (CO<sub>2<\/sub>). In the European Union, buildings consume <a href=\"https:\/\/ec.europa.eu\/energy\/en\/topics\/energy-efficiency\/buildings\">40% of overall energy and emit 36% of total CO<sub>2<\/sub> emissions<\/a>. In the UK emissions from households&rsquo; fossil fuel and electricity use <a class=\"link link--external\" href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/671187\/Updated_energy_and_emissions_projections_2017.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">are projected to rise by 11% by 2035&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> compared with 2015 levels. Therefore improving the efficiency of services and appliances that use energy from fossil fuels in the residential sector will reduce emissions. For example, the UK government views this to be <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/653731\/Call_for_Evidence_-_Building_a_Market_for_Energy_Efficiency_Final.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">a key &#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>part of meeting the emissions reduction target of the fifth carbon budget. Similarly, the United States&rsquo; <a class=\"link link--external\" href=\"https:\/\/www.epa.gov\/sites\/production\/files\/2015-08\/documents\/ee_and_carbon.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Environmental Protection Agency&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> has recognised that energy efficiency measures can help reduce CO<sub>2<\/sub> emissions at a low cost, if employed on a sufficiently large scale.<\/p>\n<p><strong>What policies and incentives are there to make homes more energy efficient?<\/strong><\/p>\n<p>Around the world countries use a range of laws, policies, standards, subsidies and other incentives to encourage household energy efficiency. This partly reflects the fact that some measures have a high upfront cost, so support may be needed to encourage uptake.<\/p>\n<p>Many measures are based in law. An example that applies to manufacturers of household electrical appliances is the European Union&rsquo;s Energy Labelling directive, which requires many products to carry energy labels showing they have been designed to meet minimum energy efficiency standards. These labels and standards could result in an energy saving of around <a class=\"link link--external\" href=\"https:\/\/ec.europa.eu\/energy\/en\/topics\/energy-efficiency\/energy-efficient-products\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">175 million tonnes of oil equivalent by 2020&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. The EU&rsquo;s main legislative instruments to improve the energy efficiency of European buildings are the Energy Performance of Buildings Directive, recast in 2018, and the <a class=\"link link--external\" href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?qid=1399375464230&amp;uri=CELEX:32012L0027\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Energy Efficiency Directive&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. In the EU these are often implemented in order to comply with the above-mentioned directives. For example, the sector in France is required to apply energy efficiency measures to <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/research\/economic-analysis-of-energy-efficiency\/economic-analysis-of-energy-efficiency-work-package-1\/\">500,000 existing homes a year<\/a> by 2020 (this is called retrofitting). For instance, the United States Environmental Protection Agency&rsquo;s <a class=\"link link--external\" href=\"https:\/\/www.energystar.gov\/about\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">&lsquo;Energy Star&rsquo;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> includes an independently certified label for energy-efficient goods, a rating for homes that are 15&ndash;30% more efficient than &lsquo;typical&rsquo; new homes, and a retrofitting scheme to make existing homes more energy efficient.<\/p>\n<p>Among the many examples of financial assistance provided to households, Germany&rsquo;s KfW, a government-owned development bank, offers <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2018\/01\/Consultation-Response-Building-Market-For-Energy-Efficiency.pdf\">loans at a very low interest rate<\/a> to install energy efficiency measures. The UK&rsquo;s <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/green-deal-energy-saving-measures\/getting-the-work-done\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Energy Company Obligation&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (ECO) provides financial assistance to households receiving certain state benefits or those on a low income. Energy efficiency upgrades under the ECO scheme and the UK government&rsquo;s flagship &lsquo;Green Deal&rsquo; scheme, which also provides loans, had occurred in around <a class=\"link link--external\" href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/670528\/Headline_Release_-_HEE_statistics_21_December_2017.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">1.8 million properties&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> to the end of October 2017.<\/p>\n<p><strong>What impact have energy efficiency policies already had?<\/strong><\/p>\n<p>The EU reports that new buildings (including but not restricted to homes) today <a class=\"link link--external\" href=\"https:\/\/ec.europa.eu\/energy\/en\/topics\/energy-efficiency\/energy-efficient-products\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">consume half the energy they did in the 1980s&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. However, this potential remains still largely untapped, due particularly to the long payback periods and high upfront costs. Generally, in developing and transitioning economies, where construction is happening rapidly and at significant scale, the priority is to ensure that new housing adheres to optimal standards in order to ensure energy-efficient consumption well into the future. In the developed world, retrofits are the main challenge given that approximately 60% of the current building stock will <a class=\"link link--external\" href=\"https:\/\/www.iea.org\/publications\/freepublications\/publication\/Building2013_free.pdf\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">still be in use in 2050 in the EU, Russia and the US&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>.
