They include wind, solar, hydro, tidal, wave and geothermal energy, and are generally used for power generation or heat production. Their <a class=\"link link--external\" href=\"https:\/\/www.iea.org\/topics\/renewables\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">use has grown rapidly in recent years&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>, largely to take the place of fossil fuels as countries try to reduce their carbon dioxide emissions in the fight against climate change.<\/p>\n<p>The International Energy Agency (IEA) has calculated that subsidies to aid the deployment of renewable energy technologies amounted to <a class=\"link link--external\" href=\"https:\/\/www.iea.org\/newsroom\/news\/2017\/december\/commentary-fossil-fuel-consumption-subsidies-are-down-but-not-out.html\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">US$140 billion in 2016&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. Countries within the Organisation for Economic Co-operation and Development (OECD) <a class=\"link link--external\" href=\"https:\/\/www.ft.com\/content\/fb264f96-5088-11e6-8172-e39ecd3b86fc\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">subsidise green energy more than&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> poorer, non-OECD countries.<\/p>\n<p>While renewables are often criticised for being heavily subsidised, in fact fossil fuels and nuclear power receive more financial support. The IEA calculated that fossil fuels received about <a class=\"link link--external\" href=\"https:\/\/www.iea.org\/newsroom\/news\/2017\/december\/commentary-fossil-fuel-consumption-subsidies-are-down-but-not-out.html\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">US$260 billion in 2016&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> and the United Nations Framework Convention on Climate Change (UNFCCC) has criticised these subsidies for <a class=\"link link--external\" href=\"https:\/\/newsroom.unfccc.int\/unfccc-newsroom\/another-record-breaking-year-for-renewable-energy\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">hampering progress&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> on reducing emissions. Some describe fossil fuels as receiving <a class=\"link link--external\" href=\"https:\/\/www.ucsusa.org\/clean-energy\/renewable-energy\/barriers-to-renewable-energy#.Wn2v3SXFJtQ\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">preferential treatment politically&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>. However, many countries are committing to phasing out fossil fuel subsidies and their amount <a class=\"link link--external\" href=\"https:\/\/www.iea.org\/newsroom\/news\/2017\/december\/commentary-fossil-fuel-consumption-subsidies-are-down-but-not-out.html\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">decreased by 15%&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> between 2015 and 2016.<\/p>\n<p>There is also an <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/comment-on-increasing-household-energy-bills\/\">&lsquo;implicit&rsquo; subsidy to fossil fuels<\/a>, because the price of power generated by fossil fuels <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/some-key-issues-for-reviews-of-the-costs-of-low-carbon-electricity-generation-in-the-uk\/\">does not reflect the environmental costs<\/a> they generate in the form of climate change and local air pollution.<\/p>\n<p><strong>What role can subsidies play?<\/strong><\/p>\n<p>The use of subsidies is motivated by the need <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/some-key-issues-for-reviews-of-the-costs-of-low-carbon-electricity-generation-in-the-uk\/\">to address market failures<\/a>, such as to address the price disparity with fossil fuels when environmental costs are not accounted for. Other market failures affecting renewable energy sources, such as <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2016\/01\/Dechezlepretre-et-al-policy-brief-Jan-2016.pdf\">spill-overs from research and development<\/a> and economies of scale, may also warrant a higher price in early years to induce more innovation.<\/p>\n<p>Subsidies to renewables <a class=\"link link--external\" href=\"https:\/\/insights.som.yale.edu\/insights\/should-the-government-subsidize-alternative-energy\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">have been credited&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> with increasing innovation, lowering costs and expanding the energy mix &ndash; roles also played by early subsidies to fossil fuels, which were <a class=\"link link--external\" href=\"https:\/\/insights.som.yale.edu\/insights\/should-the-government-subsidize-alternative-energy\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">greater than those made to renewables&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> at the same stage of development.<\/p>\n<p>By increasing the deployment of renewables, subsidies have played a role in reducing reliance on fossil fuels. This is very important for reducing greenhouse gas emissions and restricting global temperature rise. International Renewable Energy Agency (IRENA) analysis in 2017 showed that renewable energy (with energy efficiency) could <a class=\"link link--external\" href=\"https:\/\/irenanewsroom.org\/2017\/06\/22\/nurturing-innovation-for-a-low-carbon-future\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">meet 90%&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> of the <a class=\"link link--external\" href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">Paris Agreement&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>&rsquo;s energy-related goals, but that to do so <a class=\"link link--external\" href=\"https:\/\/irenanewsroom.org\/2017\/06\/22\/nurturing-innovation-for-a-low-carbon-future\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">further technological breakthroughs and new business models&nbsp;&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a>will be required.<\/p>\n<p>Benefits can also be measured in other ways. The researchers concluded that the monetary value from improved air quality and climate benefits were <a class=\"link link--external\" href=\"https:\/\/qz.com\/1054992\/renewable-subsidies-are-already-paying-for-themselves\/\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">about equal to or more&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> than the cost of government subsidies to wind and solar.<\/p>\n<p><strong>Are subsidies still needed?<\/strong><\/p>\n<p>Today renewable sources of electricity are becoming <a class=\"link link--external\" href=\"https:\/\/www.ucsusa.org\/clean-energy\/renewable-energy\/barriers-to-renewable-energy#.Wn2v3SXFJtQ\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">cost-competitive&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> with fossil fuels and nuclear power and will soon <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/news\/eu-countries-focus-carbon-pricing-instead-subsidies-renewable\/\">no longer need subsidies<\/a>. In the context of the European Union, for example, <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/decarbonising-european-union-credibly-effectively-acceptably\/\">analysis<\/a> has suggested that countries should focus on <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/faqs\/what-is-a-carbon-price-and-why-do-we-need-one\/\">carbon pricing<\/a> rather than subsidies for low-carbon electricity to achieve further reductions in power sector emissions, and as a more cost-effective measure. This is backed by <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/build-not-build-capital-stocks-climate-policy\/\">other research<\/a> which has found that in a time of more stringent climate policy, strong carbon pricing is the preferable policy instrument to encourage demand for renewable energy, but that to meet less ambitious climate targets, using subsidies alone would be successful in stimulating further development of clean technologies.<\/p>\n<p>In the UK, subsidies have led to a significant increase in the deployment of renewables. This in turn has led to a rapid decrease of the cost of some of these technologies. Notably, offshore wind projects commissioned in 2022\/23 will sell their electricity at <a class=\"link link--external\" href=\"https:\/\/www.renewableuk.com\/news\/362971\/Offshore-wind-prices-tumble-in-record-breaking-auction-results--cheaper-than-nuclear-and-gas-.htm\" aria-describedby=\"link-description-new-window\" target=\"_blank\" rel=\"noopener\" title=\"\">&pound;57.50\/ megawatt hour&#65279;<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewbox=\"0 0 16 16\" role=\"img\" aria-hidden=\"true\"><path d=\"M14.42 1.04L3.2.7a.8.8 0 00-.8.76v.1a.8.8 0 00.76.7l9.39.3L.93 14.16c-.3.3-.3.8 0 1.1l.09.08c.3.23.73.2 1.01-.07L13.65 3.65l.29 9.4a.8.8 0 00.8.76.79.79 0 00.77-.8L15.17 1.8a.82.82 0 00-.75-.76z\" fill=\"#2e3152\"><\/path><\/svg><\/a> (MWh). This is cheaper than the average cost of generating electricity from gas, and well below the price of long-term contracts for new nuclear power, which is &pound;92.50\/MWh. <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/some-key-issues-for-reviews-of-the-costs-of-low-carbon-electricity-generation-in-the-uk\/\">Recent analysis<\/a> backed the UK government&rsquo;s view that further subsidies should be time-bound and removed once the relevant obstacles and market failures have been overcome.
